Environmental Compliance Inspector I

Definition

This is entrance level technical work in environmental services inspection and compliance.
 
An employee in this class assists in performing inspection, investigation, and education work as it relates to the various environmental compliance programs, including but not limited to, industrial pretreatment, stormwater management, and fats, oils, and grease (FOG) in accordance with Federal and State requirements.
 
Works under the general direction of senior staff with opportunity for the use of independent judgment in performing assigned duties and responsibilities.

Characteristic Work


Conducts field inspections, investigations, and samplings of discharges at various industrial facilities, stormwater discharge points, and food service establishments (FSEs).  Inspects industrial pretreatment equipment and grease removal devices (GRDs) such as hydromechanical and gravity grease interceptors; evaluates and documents maintenance systems and protocols related to environmental compliance.  Monitors compliance with pollution control standards and regulations.  Examines permits, licenses, applications, and records to ensure compliance with regulatory requirements.  Prepares and issues warnings for failure to comply.  Prepares and maintains regulatory or compliance documentation and related reports.  Uses personal or mobile computers to compile and enter data regarding analysis, cleaning, maintenance, and capacity measurements of the GRDs.  Uploads reports into computerized maintenance management systems.  Conducts research on facility ownership, sewer maintenance history and compliance history of various establishments. May assist in responding to environmental incidents involving sewer backups, reports of illicit discharges, or related issues.  Keeps abreast of EPA laws and regulations.  Operates, maintains, and calibrates monitoring equipment used to collect samples.  Drives to meet with owners or their representatives and the public to discuss discharge problems, provide education regarding environmental compliance, and make recommendations for corrective action.  Attends training.  Performs related duties as required.

Minimum Qualifications

Graduation from an accredited college or university with a baccalaureate degree and major course work in environmental science, chemistry, biology, or a related field. College coursework may be substituted by paid experience in environmental services inspection and compliance or related work on a year-for-year basis.  Possession of a valid State of Ohio driver’s license.  

Competitive Examination Process

The selection process will consist of a competitive examination with credit for education.  A passing score must be obtained on the competitive examination in order to receive credit for education.  TEST WEIGHTS:  Competitive Examination 80%, Education 20%.
