Hybrid Telework Opportunity.

The Human Resources Supervisor (HRS) is a key first-level supervisor with specialized knowledge in human resources policies and procedures. The HRS is responsible for providing comprehensive leadership to the unit’s staff, ensuring efficient resource management and organization while adhering to HR best practices. This role involves driving change management initiatives to promote departmental excellence, encourage innovative solutions, and cultivate a culture of continuous improvement, digital agility, and resilience. Additionally, the HRS will collaborate with control agencies to ensure policy compliance with relevant laws and regulations. The HRS will also provide guidance on HR policies, develop training programs, proactively engage with staff, and foster a collaborative work environment. The HRS will oversee daily payroll and benefits transactions, disability and workers' compensation, and position control functions, which play a critical role in supporting HCAI's program leaders and staff.

This position is subject to the Form 700 Statement of Economic Interests filing requirements, which requires disclosure of certain personal economic interests as determined by the Conflict of Interest Code of the Department of Health Care Access and Information.  Pursuant to Government Code section 81008, Form 700 Statement of Economic Interests is public record and will be made available for public inspection.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 3 years experience supervising a team in an administrative support unit.
  • 3 years experience creating policies and procedures as a lead or supervisors over a unit within Human Resources.
  • 3 years of experience in Human Resources, working in Payroll and Benefits.
  • 3 years experience in Human Resources, working in Workers Compensation and/or Disability.
  • 3 years experience building customer service-oriented teams within an administrative support unit.
  • 3 years experience creating a culture of continuous improvement, adaptability, and resilience within an administrative support unit.
  • 3 years experience establishing priorities, creating work plans, and tracking progress on special projects for a team within Human Resources.
  • 3 years experience handling sensitive issues for an organization that have a high level of conflict within Human Resources.
  • 3 years experience leading initiatives that promote organizational excellence through innovative solutions and best practices.
  • Demonstrated ability to remain flexible with constantly changing priorities including the ability to take the lead when needed on completing time sensitive and high priority assignments with appropriate speed and urgency without sacrificing quality.
  • Demonstrated ability to use interpersonal, networking and conflict resolution skills to effectively represent the needs and interests of your organization and leadership.
  • Commitment to delivering high-quality customer service in all aspects of the role.
  • Proven track record of motivating and engaging employees, ensuring alignment with an organizations mission and values.
  • Ability to develop and maintain effective and cooperative working relationships, as well as interact with individuals at all levels in a professional manner.

Do you have the following education or experience?

STAFF SERVICES MANAGER I

Either 1

One year of experience in the California state service performing analytical staff duties of a class with a level of responsibility not less than that of Associate Governmental Program Analyst.

(Applicants who have completed six months of service performing the duties as specified above will be admitted to the examination, but they must satisfactorily complete one year of this experience before they can be eligible for appointment.)

Or 2

Experience: Three years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level which shall have included the preparation of reports and the presentation of recommendations to management, at least one year of which must have been in a full journeyperson technical capacity. (Experience in the California state service applied toward this requirement must include one year performing the duties of a class with a level of responsibility not less than that of Associate Governmental Program Analyst.) (In appraising experience more weight will be given to the breadth of pertinent experience and the evidence of the candidate's ability to accept and fulfill increasing responsibilities than to the length of the experience.) and

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
