Hybrid Telework Opportunity
The Office of Health Care Affordability’s (OHCA) Pharmaceutical Policy and Programs Branch (PPPB) improves equitable access and affordability of medications in California by developing strategic partnerships and innovative policy solutions in the pharmaceutical sector. The PPPB’s activities for innovative policy solutions in the pharmaceutical market include data analysis, research, and policy development. As part of its strategic partnership activities, the PPPB also serves as a catalyst for increasing market competition through its work administering the CalRx program which empowers the State of California to develop, produce, and distribute generic drugs and sell them at low cost.
Under general direction of the Branch Chief, the Policy and Research Manager plans, organizes, and directs the work of professional staff in the Policy and Research Group of the PPPB. The Group works to increase the transparency and affordability of California’s pharmaceutical sector through public reporting and developing data-informed recommendations for policymakers. The Group also supports the staff in the CalRx program on research and evaluation of potential target drugs for state-led partnerships to increase generic or biosimilar manufacturing.

Working Conditions
HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. If you are interested in maintaining a life/work balance and not dealing with a daily commute, then this position may be for you!
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- At least 2 years of experience in the health care, pharmaceutical, or public health sector(s).
- Leadership experience in managing teams and steering complex projects.
- Experience in working with data and applying data to policy and program evaluation.
- Experience establishing and building relationships with internal and external stakeholders.
- Experience in policy analysis and research
- Knowledge to effectively plan, organize, communicate, and adapt to changing assignments and priorities, while performing well under pressure to meet deadlines.

Do you have the following education or experience?
Either 1
One year of experience in the California state service performing duties equivalent to a Health Program Specialist I or Health Program Manager I.
Or 2
Two years of experience in the California state service performing duties equivalent to an Associate Health Program Adviser.
Or 3
Experience: Four years of progressively responsible experience in health program administration, at least two of which must have been with independent responsibility for a significant program such as is normally found in a complex or departmentalized medical care delivery setting or health institution or organization. This experience must include program planning and/or evaluation experience and the making of recommendations to management. (Possession of a Doctoral Degree in Public Health, Health Administration, Health Planning, Public Administration, or a closely related health professional field may be substituted for one year of the required general experience.)

Education: Possession of a Master's Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field. (One year of additional specialized qualifying experience may be substituted for the required master's degree.)
