Administrative Officer II

ESSENTIAL JOB DUTIES: 

The primary purpose of this position is to perform difficult professional work managing the administrative, financial duties and functions of the Moore County Transportation Services Department through essential functions such as: supervisor of Transportation Office staff, prepare & perform employee evaluations, provide internal training as required; assist in receiving and processing telephone calls for department; typing, word processing, and data processing duties; maintain records and files; prepare departmental reports; maintain personnel records; review records for accuracy; maintain and prepare payroll records for department; prepare and manage departmental budget: annual budget preparation/projections, budget amendments/transfers as needed, process invoices, purchase supplies and equipment, prepare and process p-card summaries, process staff travel request; review completed tasks to ensure accuracy and integrity of information; assists in preparing and administration of grants applied for and awarded; assists in preparing Transportation Advisor Board minutes, meeting agenda and other duties related to the Board; department liaison to County Legal and Clerk to the Board; departmental Rep for HR, IT, & Finance; performs related tasks as required. Work is performed under the general supervision of the Transportation Director. 

KNOWLEDGE AND SKILL REQUIREMENTS: 

• Thorough knowledge of standard office practices, procedures, equipment 

• Strong communication and customer service skills 

• Exceptional computer skills including excel, Microsoft Word, and PowerPoint 

• Ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor 

• Knowledge of current County Policies and practices 

• Ability to understand and carry out oral and written instructions 

• Ability to establish and maintain effective working relationships with associates and the general public 

 

EDUCATION AND EXPERIENCE REQUIREMENTS: 

• Bachelor’s degree from an appropriately accredited institution in Business Administration, Public Administration, or related field and three (3) years of experience in personnel, budgeting, research, or administrative management, preferably involving participation in the planning and management of a business or government program OR 

• Associate degree from an appropriately accredited institution in Business Administration, Secretarial Science, or related field and five (5) years of experience in personnel, budgeting, research, or administrative management, two (2) of which must have involved participation in the planning and management of a business or government program OR 

• High School Diploma or equivalent from an appropriately accredited institution and seven (7) years of experience in personnel, budgeting, research, or administrative management, four (4) of which must have involved participation in the planning and management of a business or government program 

 

LICENSE AND CERTIFICATION REQUIREMENTS: 

• Must possess and maintain a valid North Carolina Driver’s License 

 

PHYSICAL REQUIREMENTS: This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
