Job Summary
Performs a full range of procurement activities and contract administration for a variety of goods and services for all areas of the company at the best value for MSD. Solicits proposals and/or bids for the procurement of construction services, professional services, equipment, goods and other services of a complex nature. Creates, develops and solicits complex bid documents. Ensures all purchasing activities comply with company policies and procedures as well as applicable municipal, state, and federal laws.
Essential Job Functions
Oversees the use of various procurement methods including: competitive sealed bidding, competitive negotiation, professional services, sole sources, emergency procurements and cooperative purchasing. Creates, develops and solicits complex bid documents, request for proposals, and request for qualifications for competitive negotiations and professional services for the acquisitions of goods and services as requested by MSD divisions at the best value for MSD. Utilizes electronic bid management tools to advertise, accept and evaluate bids. Consults with associates to determine purchasing requirements and develops technical specifications. Analyzes and evaluates complex bid documents, negotiates pricing and leads the evaluation team. Recommends bid award and generates purchase order contracts while maintaining compliance with MSD’s Procurement Regulations. Facilitates performance and/or payment issues between suppliers and MSD end-users. Makes performance recommendations and follows-up on performance improvement measures. Prepares and leads various informational/training sessions conducted for the benefit of MSD employees including those within and outside of the procurement department regarding procurement topics. Monitors market trends, performs cost price analysis, and utilizes the Producers and Consumer Price Indexes as needed. Prepares written materials that will become part of the bid file and prepares other written materials as required. Monitors bid expiration dates and the bid renewal process to ensure continuation of assigned contracts and service. Negotiates renewal terms and pricing. Procures assigned commodities for the purpose of ensuring the availability of goods and services. Reconciles orders placed. Explains policies and procedures to individuals needing to procure materials, services and supplies. Ensures that any risk related to services and supplies are identified and controlled. Collaborates with the Supplier Diversity and assists and conducts outreach events for potential bidders seeking to do business with MSD. Serves as mentor to co-workers and assists with cross training. Develops and maintains strong supplier relations. Possesses clear understanding of public purchasing principles and remains current on new Purchasing techniques and procedures. Performs other duties as assigned.
Knowledge, Skills and Abilities Necessary to the Work
Knowledge of the Kentucky Model Procurement Code; knowledge of purchasing procedures and techniques; skill in oral and written communication; skill in negotiating; skill in managing multiple priorities; skill in exercising tact and diplomacy; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); skill in electronic bid management tools; ability to write purchase specifications; ability to utilize and maintain the Purchasing portion of the SAP system; ability to collect, organize and analyze data; ability to resolve problems; ability to exercise judgment and discretion; ability to be courteous and helpful under pressure.
Minimum Requirements
Bachelor degree in business administration, accounting, finance or a related field; five or more years of related experience; an equivalent combination of education and experience may be substituted. Procurement certification from one or more of the following certifying entities is preferred: Certified Public Purchasing Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Professional in Supply Management (CPSM), and/or Accredited Purchasing Practitioner (APP). Must possess a valid driver’s license. Must have safe work and driving habits.
