Hybrid Telework Opportunity
This role will be instrumental in advancing OHCA’s mission of promoting equitable, high-quality, and affordable health care in California. Under general direction of the Assistant Deputy Director, the Health Program Manager II, Health Equity and Quality Performance Group Manager, plans, organizes, and directs the work of professional staff in the Health Equity and Quality Performance Group for the Office of Health Care Affordability (OHCA). The Group is responsible for adopting a single set of quality and health equity measures for evaluating the performance of health care service plans, health insurers, hospitals, and physician organizations, with consideration for minimizing administrative burden. The Group is also responsible for developing additional quality and health equity analyses to complement the quality and health equity measures. Building positive relationships with external stakeholders and facilitating internal and external communications is an integral aspect of this role.

Working Conditions
HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- At least 2 years of experience in health care delivery, administration, or policy related issues.
- At least 1 year experience leading or supervising a team including administrative staff and analysts.
- Experience engaging with internal and external stakeholders.
- Experience conducting or overseeing data analysis and research.
- Experience summarizing data analysis and writing memos, issue briefs, or reports.
- Experience establishing and/or following program policies, procedures, and protocols.
- Knowledge of planning, organizing and directing work to develop and refine a set of quality and health equity measures to evaluate the performance of health care service plans, health insurers, hospitals, and physician organizations and report on this performance.
- Subject matter knowledge of health care quality, health equity, the health care delivery system, and state health policy.

Do you have the following education or experience?
Either 1
One year of experience in the California state service performing duties equivalent to a Health Program Specialist I or Health Program Manager I.
Or 2
Two years of experience in the California state service performing duties equivalent to an Associate Health Program Adviser.
Or 3
Experience: Four years of progressively responsible experience in health program administration, at least two of which must have been with independent responsibility for a significant program such as is normally found in a complex or departmentalized medical care delivery setting or health institution or organization. This experience must include program planning and/or evaluation experience and the making of recommendations to management. (Possession of a Doctoral Degree in Public Health, Health Administration, Health Planning, Public Administration, or a closely related health professional field may be substituted for one year of the required general experience.)

Education: Possession of a Master's Degree in Public Health, Health Administration, Hospital Administration, Comprehensive Health Planning, Public Administration, or a closely related health professional field. (One year of additional specialized qualifying experience may be substituted for the required master's degree.)
