REPORTS TO:                Director – Early Childhood Services

 

SUPERVISES:                 Head Start Family Advocate Staff

TERMS:
This position is a 225 total paid days position offering full family medical, dental, and vision benefits. Dental, vision, and life insurance are paid by the district at no cost to the employee. Vacation, personal business days, holidays, and sick time are paid. Retirement through the Office of Retirement Services (Pension Plus or Defined Contribution).

SALARY RANGE:
This position is on the Early Childhood Center Scale that is grant funded, $37.5482 per hour. Due to grant funding, there are no negotiations available on this hourly rate.

 

GENERAL JOB FUNCTION:

 

The Head Start Services Specialist - Family Services supervises the Head Start program’s family advocate team members in providing ongoing support to participating family units.  The position is responsible for the design, implementation, monitoring and ongoing quality assurance of the program’s family support goals, plans and services.

 

MINIMUM QUALIFICATIONS:

 

  1. Master’s degree in social work or discipline related to the mental health field resulting in license or credential. 
  2. Successful experience in early childhood program(s) or in the delivery of services to families with young children either in educational or human services agency.
  3. The ability to work and communicate effectively with program staff, agency representatives, administrators, parents and council members.
  4. No physical or mental restrictions that would, with reasonable accommodation, prevent performance of the essential job functions and responsibilities.
  5. Successful completion of a pre-employment physical exam including tuberculosis screening and criminal records background check.

 

PREFERRED QUALIFICATIONS:

 

  1. Successful experience in supervising and/or facilitating educational or human services programs.
  2. A working knowledge of the structure and function of local human service and educational agencies and experience in the provision of collaborative programs and services.

ESSENTIAL JOB FUNCTIONS:

 

  1. Supervises family advocate team members; manages daily work needs in providing family support services to program participants.
  2. Leads the design and implementation efforts related to the program’s family engagement and support services.   Includes oversight of compliance monitoring system.
  3.  
    1. Works collaboratively with center leadership, classroom staff, and community agencies to effectively deliver such services.
    2. Leads classroom-based efforts to strengthen nurturing and supportive environments and relationships through the design and implementation of evidence-based interventions and services.
  4. Integrates services for program parents into program’s delivery structure, including support services pertaining to family needs, relevant counseling, referrals to community agencies, fatherhood outreach, and opportunity for parenting classes.
  5. May be assigned classroom(s) to act as the mental health/behavioral specialist providing services to assigned children and staff.  Develops improvement plans with classroom staff based on classroom observations using evidence-based tool(s) and works 1:1 with children as needed.
  6. Acquires and maintains a thorough knowledge of all laws, rules, regulations, policies, and procedures pertinent to the conduct of Head Start Programs, and have the ability to interpret such information, as required.
  7. Assists in the preparation and dissemination of a variety of essential program reports and informational documents, including the preparation of grant requests.
  8. Make recommendations to the Director regarding ongoing program improvement.
  9. Upholds the Head Start Code of Conduct.
  10. Performs such other tasks and assumes such other responsibilities as may be assigned.

TYPICAL WORK ENVIRONMENT:

 

Most work is performed within delegate district program offices and classrooms. Some work is accomplished in the MAISD Head Start offices.

 

EVALUATION:

 

Employees in this classification are evaluated according to Board policy.

 

OPPORTUNITY FOR ADVANCEMENT:

 

Advancement would be possible to other Head Start positions, if appropriate credentials are in place.

 

TRAVEL EXPECTATIONS:

 

A significant amount of travel within Muskegon and Oceana counties should be anticipated. Some travel elsewhere within the state may be necessary.

Commensurate with MAISD wage and benefit schedules.
