Description
Under general direction, the Northern Recreation and Leisure Services Assistant Division Chief assists in managing general recreation programs, including 24 community centers and a youth service center, in the northern part of Prince George’s County. Work involves close contact with citizens, community groups, and government officials to identify needs, plan programs, respond to complaints, and the total management of diverse work programs and facilities with complex purposes and goals. This position oversees an adopted operating budget of $16.6 million and a special revenue budget of $3.4 million. The Assistant Division Chief supervises one-third of the division’s staff of 75 employees.
Examples of Important Duties
Responsibilities of the position include:
- Develops, recommends, and implements goals and objectives for the division with emphasis on innovation, conservation, sustainability, equity, and inclusion and supports the department’s mission and vision. Maintains knowledge of and evaluates new methods, best practices, and recreational trends.
- Manages, reviews, and approves all general recreation programs in an assigned area covering approximately 1/3 of the NRLS Division sites. Defines programming goals and objectives. Plans and organizes major recreation programs and events. Coordinates activities and events with other Commission units and other government representatives. Recommends permits and fee structures. Promotes and publicizes programs and events.
- Supervises division facilities of 24 community centers. Reviews and approves operating procedures (e.g., hours, building security, evacuation plans, safety). Coordinates inspections and follows up for repair and general maintenance. Assists proper authorities in the investigation of accidents, fires, and crimes. Works closely with Park Maintenance Manager to monitor repairs and maintenance projects, review renovation plans and building additions, and assist with planning new facilities. Promotes safety and building regulations in compliance with Maryland Occupational Safety and Health Agency (MOSHA) and the Federal Occupational Safety and Health Administration (OSHA) regulations.
- Demonstrates effective leadership by promoting professional growth, innovation, empowerment, and accountability. Oversees and coaches division staff in accordance with the employee lifecycle, i.e., engagement, recruitment, onboarding, retention, development, and separation. Supervises full-time career, intermittent, volunteer, and contract employees. Plans, schedules, and assigns work. Establishes annual goals for direct reports, monitors performance, and provides feedback. Approves time reports and leave requests. Initiates disciplinary actions as appropriate. Evaluates work and counsels staff. Formally recognizes work above the norm. Recommends, initiates, or approves disciplinary action. Approves timecards and leave requests. Approves hiring of a significantly large number of intermittent staff, including salary levels and job assignments. Serves as panel chair for hiring and promoting staff. Plans, conducts, and coordinates training programs, workshops, and seminars on an area-wide basis
- Manages annual division budget and works with regional managers to control expenditures in accordance with the approved budget, implementing the department’s cost recovery model. Assists chief in preparing annual program budget requests and attends public budget forums. Monitors and recommends expenditures from area self-sustaining and appropriated funds. Controls expenditures in accordance with approved budget. Allocates service area budgets for program leadership, including acting as the approving authority for all divisional supplies and materials. Reviews contracts and conforms to purchasing practices and requirements. Reviews purchase requisitions, check requests, and consultant agreements
- Meets with citizens, community groups, business groups, park and recreation councils, Board of Education staff, Planning Board, County Council, and other government representatives to identify needs, plan programs, present reports, and answer questions. Handles citizen inquiries. Administers and evaluates state and county-funded programs, e.g., School-Community Center Project, Summer Free Lunch Program, Private Industry Council for summer youth employment, etc. Often serves as committee chairperson for various departmental projects. Collaborates and coordinates with internal and external stakeholders to develop program and service priorities.
- May act as the Area Division Chief in his/her absence. The successful candidate will be a collaborative leader who champions the role of parks and recreation in building and contributing to the area’s quality of life. The assistant chief takes a strong interest in the aesthetic value that northern facilities bring to the communities and the catalyst they provide for a broad array of recreational and cultural programming and events. Demonstrating a deep commitment to equity, inclusion, and diversity, the assistant chief builds relationships and engages the community to learn about resident needs and facilitates consensus when divergent opinions exist. Please note that the above salary range represents earning potential. The budgeted salary range for this position is $89,092.00 - $123,395.00
Minimum Qualifications
- Bachelor's Degree in Park Administration, Public Administration, Park Management, Recreation Management, Leisure Services, Facilities Management, Business Administration, Natural Sciences or any related subject.
- Five years progressively responsible experience in park or recreation administration, park maintenance operations or management, that includes two (2) years of supervisory experience.
- An equivalent combination of education and experience may be substituted, which together total nine (9) years.
- Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
