The Department of Natural Resources (DNR) has an exciting opportunity within our Information Technology Division as a Business Operations Manager.
This position serves as a member of the Information Technology Division Management Team and reports directly to the IT Division Manager (CIO – Chief Information Officer). The IT Division is responsible for developing, maintaining, and implementing all Enterprise IT Services for DNR. This position reports directly to the CIO, providing expertise and guidance in IT Budget, Policy, Compliance, Planning, Technology Vendor Management, Technology Acquisitions, and the Agency Computer Replacement Revolving Fund.
Responsibilities:
- Ensure agency IT purchases comply with state and agency procurement policies and rules.
- Manage agency enterprise software licenses to ensure compliance with all software agreements, state and agency policies, and other requirements.
- Lead the development and implementation of agency IT policies and procedures to ensure compliance with statewide technology directives and statutory requirements.
- Lead and support IT Business Operations and vendor oversight.
- Manage the IT Division budget and the agency computer replacement fund.
- Supervise, mentor, and develop IT Staff to support budget, vendor management, and purchasing success.
Required Qualifications:
- Bachelor’s degree in finance, Information Systems, or related field AND a total of ten (10) years of relevant experience;
OR an equivalent combination of education and/or relevant experience. - Experience with principles and practices of multiple IT disciplines such as: IT Policy, Planning, Compliance, IT Vendor Management, IT Acquisitions/Purchasing, IT Contracts, IT Change Management, and IT Budget.
- Experience with management principles with an emphasis on team building and effectiveness.
- Experience with leadership/management techniques and principles in the areas of strategic and operational planning, budget preparation and implementation, human resources, and project management.
- Experience supervising positions in purchasing and contracting.
- Experience writing public sector policies and procedures.
