The Fiscal Services Manager is responsible for the financial management of the county’s nursing home facility ensuring accurate budgeting, forecasting, reporting, and compliance with local, state, and federal regulations. This position oversees the accounts payable and accounts receivable withing the day-to-day operations. This position reports directly to the Chief Financial Officer of the Department of Human Services and is located at the nursing home facility. 2025 Hiring Range:  $76,859 – $91,499 annually

Work Schedule

  • This is a full-time position working 40 hours per week, Monday-Friday generally from 8:00 AM to 4:30 PM.

Position Summary and Job Duties

  • Represents the facility on fiscal matters in a professional manner.
  • Communicates and interacts with managers on a regular basis regarding their operating budget and outliers to help them gain and understand their information on issues that affect the finances.
  • Actively supports administration with fostering a “Team” atmosphere.
  • Updates, implements, and trains fiscal staff of new regulations regarding health care reimbursement and finances from state and federal government.
  • Must ensure all resident related billings are processed in a timely manner with accuracy and low error rate.
  • Responsible for monitoring aged accounts receivable to ensure revenue is received in a timely manner avoiding uncollected receivables.
  • Monitors and evaluates information systems to ensure efficient and accurate fiscal operations.
  • Compilation of required federal/state cost reporting statistical information in a timely and accurate fashion.
  • Preparation and interpretation of all statistical financial records of the facility.
  • Shall ensure the financial transactions are properly executed and recorded using general accepted accounting principles.
  • Initiation, preparation, and issuance of standard practices to all accounting matters and procedures as they relate to Kenosha County policies.
  • Preparation of an annual budget covering all financial activities of the facility in conjunction with nursing home administrative staff for submission and presentation to the various committees, County Board and County Executive.
  • Purchasing and accounts payable processing to include maintenance of adequate records of authorized expenditures.
  • Design and maintain an up-to-date procedure financial manual.
  • Ensures internal controls are in place to safeguard all assets which could include monthly balance reconciliations, internal audits of all accounts and financial records, and cash flow analysis, etc.
  • Responsible point of contact for the financial aspect of all contracts as it relates to the facility.
  • Reviews and concurs with all procedures affecting general ledgers and other procedures relevant to the accounting/payroll systems.
  • Supervision and mentoring of fiscal staff.
  • Maintain resident trust fund in-house banking system following appropriate statutory requirements.
  • Maintain relations with residents, families, banks, coworkers, and other third parties as a representative of the facility.
  • Preparation of various work papers for the annual audit; oversees the annual audit and ensures work papers, etc. are completed, meets with the auditing firm periodically to discuss audit. Performs other duties as required or assigned.    

Success Factors

  • Knowledge of current accounting and business-related practices.
  • Knowledge of internal auditing.
  • Desire to continually learn and stay current on Long Term Care industry changes and the financial impact that could occur.
  • Knowledge of the principles, practices and procedures of the analysis involved in fiscal operations for a governmental/enterprise entity.
  • Knowledge of operational and capital budgeting and of financial forecasting.
  • Demonstrates a high aptitude in working with various computer applications as they relate to accounting, fiscal management, electronic medical records, and related fiscal areas.
  • Knowledge of the principles and practices of general accepted accounting principles for fiscal administration in a governmental and/or long-term care environment.  
  • Proficient in Microsoft Word, Outlook, and Excel
  • Excellent communication skills both verbally and in writing
  • Skill in customer service with the ability to work effectively with clients and the general public.  
  • Ability to perform in a fast-paced environment, multi-task and prioritize duties.
  • Ability to serve as principal fiscal advisor to administration and to represent the facility in fiscal matters requiring technical expertise.
  • Ability to present ideas with a high degree of effectiveness, both orally and in writing.
  • Ability to supervise the fiscal operations of a moderate-sized, multi-program institution.
  • Ability to supervise, plan, organize, train, and interview the work of others.
  • Ability to establish and maintain effective relationships with associates, representatives of other agencies, facility staff, Board committees and the client/citizen public.
  • Ability to evaluate alternatives quickly, implement changes and evaluate their effectiveness.
  • Ability to research developments in the area of health care financing including private health care insurance.
  • Promote inclusivity and effectively engage with a diverse workforce and consumer base.

Job Requirements, Education, Training and Experience

  • Bachelor’s Degree in Accounting or Business Management
  • Minimum of 3-5 years progressively responsible accounting and supervisory experience
  • Or any combination of education, training and experience which provides the knowledge, skills, and abilities necessary to perform the job.
