Administrative Programs Officer

The State of Nebraska, Department of Health and Human Services, Division of Operations - Legal Services, is seeking a full-time Administrative Programs Officer I in Lincoln.

This Administrative Programs Officer I position will provide administrative and technical support to the Agency Compliance and Privacy Officer and the attorneys handling regulations, compliance investigations, privacy and HIPAA investigations, and compliance issues.

The successful candidate will:

  • Manage extensive and complex projects, due dates, and correspondence.
  • Facilitate critical correspondence to meet deadlines.
  • Provide logistical support (i.e., meeting room management, preparation of agendas, documents, handouts, and other materials).
  • Facilitate and conduct public hearings as required by law.
  • Serve as a liaison between attorneys, agency personnel, and members of the public.

Primary job duties:

  • Review documents on behalf of the attorneys to identify whether the necessary information is included.
  • Conduct meetings to ensure that sufficient information is gathered for the attorneys to make an assessment.
  • Project manage privacy incidents, track investigations, and serve as a liaison with agency personnel.
  • Track the status of all incidents to ensure timely reporting as required by state and federal law.
  • Prepare memos for the attorneys around compliance and privacy investigations and incidents.

Review agreements for the presence of certain terms and conditions related to compliance and privacy.

  • Assist with training agency personnel on legal issues and processes related to compliance and privacy.
  • Establish and maintain systems of accounting and purchasing.

Secondary Job Duties:

This position may also assist with other areas within the unit, including:

  • Assist with legislation including monitoring daily summary sheets and review of bills for regulations impact.
  • Coordinate with legislative and regulations liaisons and assist with the completion and submission of required reports.
  • Assist with the promulgation of regulations including formatting regulations; coordinating and attending meetings; responding to process questions; conducting public hearings; and providing guidance and technical assistance to program staff and program attorneys.
  • Assist with compliance investigations, compliance reporting, and training
  • Provide support to agency personnel on the document control system

Requirements / Qualifications:

Minimum Qualifications:

  • Associate degree in public or business administration, accounting, or any discipline related to the work assigned. One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis.

Preferred Qualifications: 

  • Bachelor’s degree in business, legal studies, public administration, or a related field.
  • Experience supporting attorneys or legal teams in a fast-paced environment.
  • Background in report writing, research, and data analysis.
  • Advanced skills in Microsoft Office products.
