Land Project Technician

Basic Function

Perform technical and occasionally complex review of land titles, legal descriptions, and resource sale regulations. Perform technical field work related to resource management  and land title research. Assist in a variety of resource use, planning, and sale functions.

POSITIONS SUPERVISED:      None
SHIFT:                                        Monday-Friday, 8am-5pm

 

Typical Duties

1.    Perform research regarding land title, land contracts, Alaska State Land Surveys, forestry standards, and gravel resource development.
2.    Prepare staff reports, correspondence, legal descriptions, personal use resource licenses, resource sale contracts, Resolutions, and Ordinances.
3.    Conduct research for and develop multi-year timber and gravel plans with regular input and guidance from the division manager and land officers.
4.    With regular input and guidance, conduct title research and be the primary point of contact for requirements related to the acquisition of Municipal Entitlement Land from the State of Alaska.
5.    Draft and process procurement related documents as needed by the project (RFQ’s, RFP’s and IFB’s). Monitor contract status, contractor progress, expiration dates, etc.
6.    Prepare and/or modify maps, drawings, graphs, and other graphic materials. 
7.    Create a schedule for and perform on-site field inspections of property for purposes related to resources management, sale, and development, and land patent acquisitions. 
8.    Maintain project-related division files in accordance with the records retention schedule. 
9.    Provide clerical support with annual budget, audit or revenue expectations related to Municipal Entitlement Lands or resource sales and management operations.

Position Requirements

MINIMUM QUALIFICATIONS:
1.    High school diploma or equivalent. Any combination of four (4) years of education and/or progressively responsible experience in real property, land use regulation, resource management, or related fields.
2.    Demonstrated ability to operate a personal computer for a variety of computer programs (MS Word & Excel required); type at a proficient level. Ability to operate a variety of office machines (copier, scanner, fax, multi-function phone, printers etc.).
3.    Prefer experience with GIS/ESRI products.
4.    Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST.)
KNOWLEDGE, SKILLS, AND ABILITIES
1.    Ability to interpret aerial photographs and to locate property in the field.
2.    Must be capable of functioning with minimal direction and perform work in an organized and professional manner.
3.    Must possess excellent communication (oral/written) skills with the ability to edit complex correspondence. Ability to present material in an organized and effective manner.
4.    Ability to deal effectively and harmoniously with the public and maintain effective working relationships with other employees.
5.    Ability to perform fieldwork and site inspections.
OTHER
1.    This position requires a criminal background check.

Does not supervise; Experiences minor problems daily and occasional major ones that must be resolved on own initiative with little immediate supervision; the consequences of error, carelessness or mistaken judgment require significant effort to recover. 
WORK ENVIRONMENT:
General office where conditions are pleasant; while performing field work experiences somewhat disagreeable conditions with minor accident probability; requires short periods of light lifting, pushing or pulling (1-25 lbs.).
