The City of Kettering’s Income Tax Division, within the Finance Department, is recruiting to fill the Full-time position of Finance Technician I. The position performs various technical, income tax, and record keeping duties in support of the City's income tax operation in a fast-paced “teamwork” environment. This position classification is in the Non-competitive Classified Civil Service and works under the general supervision of the Tax Administrator.
QUALIFICATIONS:
The Finance Technician I-Tax position reviews withholding returns and wage-only individual income tax returns and communicates with taxpayers, tax preparers and payroll services on a regular basis. The ideal applicant will have a strong working knowledge of taxation methods, terminology and principles and procedures, particularly municipal withholding tax and familiarity with IRS Form W-2 reporting. This position requires technical aptitude of the principles and practices relating to municipal income tax along with the ability to apply this knowledge to work products. General tax and/or payroll experience and background is required. Strong verbal and written communication skills, including the ability to deal effectively with the public and City staff are required. Candidate must be responsible and reliable in handling sensitive tax data and information on a regular basis. A degree in Accounting or a related field is preferred or any equivalent combination of experience and training which demonstrates the required knowledge, skills and abilities to perform increasingly complex accounting or tax work in the governmental environment.
COMPENSATION:
Finance Technician I pay range of $24.84 ($51,667/annually) to $35.29/hr. ($73,403 annually) contingent upon the candidate’s related skills, knowledge, and abilities. Job Description:
GENERAL STATEMENT OF DUTIES:
Applies the principles and practices of municipal taxation to ensure compliance with the legal requirements of the Kettering Income Tax Code and Ohio Revised Code Chapter 718. Performs various technical, income tax, and record keeping duties in support of the City’s income tax operation, including review of withholding returns and wage-only individual income tax returns and communication with taxpayers, tax preparers and payroll service providers on a regular basis. Performs related work as required.
DISTINGUISHING FEATURES OF THE POSITION:
The Finance Technician I-Tax performs detailed work in accordance with established departmental procedures and legal requirements. The Finance Technician I-Tax must have the ability and willingness to learn and execute increasingly difficult assignments while working in a fast-paced team environment. Must be responsible and reliable in handling sensitive tax data and information on a regular basis. This position classification is in the Non-competitive Classified Civil Service and works under the general supervision of the Tax Administrator.
EXAMPLES OF WORK: (Illustrative Only)
· Serves as the Tax Division’s primary contact for all withholding tax matters, including audits of monthly, quarterly and annual withholding returns;
· Reviews employer withholding accounts for compliance with filing and payment obligations, sending correspondence and following-up as appropriate;
· Prepares clear, complete and accurate letters to answer technical questions, request additional information and explain audit adjustments to withholding returns;
· Imports annual withholding reconciliation files into the tax software, identifying causes of and resolving transmission errors;
· Performs data entry into the system in connection with W-2 and tax return processing;
· Provides exemplary customer service, primarily by telephone, to taxpayers and related parties; resolves inquiries or intakes information to provide to Finance Technician III staff members for resolution as appropriate;
· Reviews and posts individual wage only returns to certify accuracy and completeness, flagging issues for additional review by Finance Technician III-Tax staff;
· Performs various functions relating to incoming/outgoing mail, including time stamping, sorting, distribution, processing returned mail, etc.;
· Performs initial recording of cash receipts, accurately capturing account data and applicable return year/type;
· Handles various tasks associated with identification/establishment of new accounts, modification of existing account information, input of approved inactivation requests and miscellaneous correspondence such as requests for forms, etc.;
· Analyzes income tax account information and identifies problems and appropriate solutions;
· Assists in the coordination of volunteer projects and training;
· Performs work on special projects as needed;
· Maintains confidentiality of tax records;
· Must be able to establish and maintain effective working relationships with City staff members, volunteers and the general public;
· Regular and predictable on-site attendance required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

The Finance Technician I-Tax position requires technical aptitude of the principles and practices relating to municipal income tax along with the ability to apply this knowledge to work products.
Must be highly skilled in the use of computers and related software programs. The Finance Technician I-Tax is an integral member of the Finance team and must be a self-starter, requiring minimal supervision to complete assigned tasks.
ACCEPTABLE EXPERIENCE AND TRAINING:
