Deputy Director, Department of Aging and Adult Services

The Deputy Director of the Department of Aging and Adult Services is responsible for a high level of accountability, liability, and fulfilling the obligations of a mandated reporter. The department is seeking to fill three Deputy Director positions, with one assigned to each of the following programs:

In-Home Supportive Services: 
 

 

  • Oversee daily operations, staff management, and policy implementation of the IHSS program, ensuring timely client assessments, provider enrollment, and regulatory compliance.

 

  • Manage the program’s fiscal and administrative responsibilities, ensuring efficient resource allocation and program sustainability.

 

  • Collaborate with community partners, labor unions, advocacy groups, and state agencies to improve program efficiency and support client-centered care. 

 

Note: A current vacancy exists in Barstow. 

 


Adult Protective Services: 

 

  • Oversee daily operations, strategic direction, and performance of APS programs, managing complex and sensitive cases with legal and ethical considerations.

 

  • Ensure strict compliance with state and federal mandates, while upholding the agency’s legal and ethical responsibilities. 

 

  • Exercise exceptional judgment, discretion, and decision-making under pressure, maintaining high accountability and liability in all aspects of the program.
     

 

Area Agency on Aging: 

 

  • Lead strategic planning, program implementation, fiscal oversight, and stakeholder engagement across core services such as case management, caregiver support, nutrition, transportation, elder abuse prevention, and health promotion.

 

  • Ensure all services are person-centered, culturally responsive, and compliant with the Older Americans Act and applicable federal and state regulations.

 

  • Advocate for older adults while navigating the complexities of multi-agency coordination in a community-based service delivery system.

CONDITIONS OF EMPLOYMENT

Location Assignment: Location assignments are made solely at the discretion of the Director of Aging and Adult Services and based on department needs. Employees must be willing to accept employment and work at any location including San Bernardino, Barstow, Needles, Rancho Cucamonga, Victorville, and/or Yucca Valley. Refusal of assigned location may result in removal from the list or termination. Office locations may change due to space and department operational needs.

 

TravelStatewide and nationwide travel is occasionally required. Travel throughout the County is required and employees are required to make provision for transportation. A valid California driver license and proof of automobile liability insurance must be provided and maintained for the individual providing the transportation.

Minimum Requirements:

 

Education: Bachelors’ degree in Social Work, Gerontology, Public Administration, Psychology, Human Services, Sociology or related field.

 

-AND-

 

Experience: Five years of progressively responsible experience in human services, aging and adult services, or a closely related field. At least two years of that experience at a managerial or supervisory level, overseeing programs and professional staff. Experience should also include a combination of experience with program development and implementation, budget and fiscal oversight, strategic planning, community and interagency collaboration, and ensuring compliance with federal and state regulations (e.g., APS, IHSS, Title XIX programs)

 

Desired Qualifications:

 

A Master's Degree and five or more years of management experience (i.e., high level oversight and leading teams through subordinate supervisory staff) is highly desired. The ideal candidate will demonstrate strong leadership skills in managing change; possess keen analytical skills, be able to adopt a global-view, while facilitating multiple department programs; and be a highly flexible professional able to develop tools and solutions to meet the needs of the Aging and Adult Services/Office of the Public Guardian. Candidates with experience developing, planning, organizing, and directing the delivery of County wide multidisciplinary continuing care programs for older adults and individuals with disabilities; strategic planning, analyzing data and related legislation/regulations, and drafting reports based upon findings to make recommendations to management; and administering the Adult Protective Services and IHSS programs is highly desirable.

Candidates selected for further consideration will be invited to participate in a priority interview event, with first-round interviews scheduled to take place in June (date to be determined). This process may involve interviews with key stakeholders and the hiring authority.
