Environmental Specialist
DUTIES AND RESPONSIBILITIES
Incumbent will be employed at the Resource Conservation and Recovery Program office within the Waste Regulatory Compliance Department to do civil enforcement of the Navajo Nation Solid Waste Act and associated rules through investigative field work and occasionally will work cooperatively with the environmental criminal enforcement officers in developing dual proceeding court cases. Provide technical information about waste reduction methods, recycling alternatives, community cleanup safeguard procedures, and proper waste disposal methods. Technical writing for legislative rulemaking, policies and procedures development. Serve on various task force and committee to address solid waste issues and concerns by providing scientific technical information, prevention techniques, and mitigation alternatives. Work requires the ability to work in and out of doors in varying weather conditions at all times of the year. Walking over long distances, carrying heavy, bulky equipment and other items, may be required. There is the risk of potential exposure to harmful chemicals, pesticides, noxious fumes, and other hazards.
QUALIFICATION REQUIREMENTS (Education, Experience, and Training)
Minimum Qualifications:
- Bachelor's degree in Environmental Science, Biology, Chemistry, Ecology, Mathematics, Physical Sciences, Natural Sciences or a closely related field; and two-(2) of experience working with environmental programs and/or projects; or an equivalent combination of education and experience.
Special Requirements:
- Possess a valid state driver's license.
Special Knowledge, Skills and Abilities:
Knowledge of applicable Navajo Nation, State, and Federal statues, rules, regulations, policies, procedures, and directives to sufficiently use in the enforcement and control of environmental related issues. Knowledge of the principles, concepts, and methods of environmental protection program work. Skill in evaluating and assessing compliance with environmental statutes, rules, regulations, policies, and procedures, and directives. Skill in operating a Global Positioning Sytems and conducting waste stream characterization. Ability to communicate effectively with violators in both the Navajo and the English languages. Ability to utilize social media and mass communication methods, to educate, organize, and facilitate community environmental educational outreach events and projects. Ability to create and manage electronic data files using various computers, laptops, scanners, camera, software, and hardware. Demonstrate fluency in Navajo and English languages.
