The Illinois Gaming Board (IGB) seeks to hire a Responsible Gaming Research & Project Manager. This is a 4D3 Exempt PSA Opt. 1 title. The qualified candidate serves as the subject matter expert on responsible gaming regulations,  policies, and research in Illinois. This position plans and develops public awareness campaigns to promote responsible gaming in Illinois and coordinates with numerous external partners to further responsible gaming in Illinois. The Responsible Gaming Research & Project Manager plans and develops special programs/projects impacting the broad initiatives of the Illinois Gaming Board. The ideal candidate will have working knowledge of the Illinois Gambling Act, Video Gaming Act, and Sports Wagering Act. Additionally, the ideal candidate will have the ability to develop and maintain cooperative working relationships with a variety of external organizations and other Gaming Board employees. Public Service Administrator, Option 1 Responsible Gaming Research and Project Manager 

Essential Functions

• Serves as the subject matter expert on responsible gaming regulations, policies, and research in Illinois.
• Plans and develops public awareness campaigns to promote responsible gaming in Illinois.
• Serves as the state-wide point of contact for responsible gaming.
• In conjunction with the direction of the Administrator, plans and develops special programs/projects impacting the broad initiatives of the 1GB.
• Completes administrative tasks under the supervision of the Director of Policy & Special Projects.
• Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires a bachelor's degree or equivalent in Political Science, Economics, Communications, International Relations, or similar degree.
• Requires three (3) years progressively responsible administrative experience, two (2) of which have been in a position that works with a regulatory agency.

Conditions of Employment

2. Requires the ability to travel.
3. Requires a valid and current driver's license.
4. Requires proof of current automobile insurance.
5. According to the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
6. According to the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.

7. According to the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
8. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic
Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

• Prefers knowledge of Gaming Board's programs, structure, policies, and rules.
• Prefers knowledge of the Illinois Gambling Act, Video Gaming Act, and Sports Wagering Act.
• Prefers the ability to exercise judgment and discretion interpreting 1GB specific policies and procedures.
• Prefers the ability to develop and maintain cooperative working relationships with other employees and individuals outside the Agency.
