Interdisciplinary (General Engineer, Industrial Engineer,Operations Research Analyst)
The incumbent serves as a Cost Estimator and Analyst providing support to SSP Programs, Technical Branches, and Nuclear Weapons Surety. The incumbent is generally assigned to a particular program or initiative and is considered an expert for all aspects of cost estimating and analysis. Incumbent is responsible for translating system technical and programmatic information as provided by technical and engineering staff or an industry partner into a high-quality cost estimate.
This position is established as an interdisciplinary position classifiable in any of the following series based on the qualifications of the candidate:
General Engineer – 0801
Industrial Engineer – 0896
Operations Research Analyst – 1515
The purpose of this position is to serve as subject expert to perform one or a combination of professional engineering and/or scientific analysis for all aspects of cost estimating and analysis.
A. Cost Estimating, Modeling, and Analysis
Serves as a team member of a multi-disciplinary team to provide scientific, technical, and professional cost guidance, and advice on all aspects of acquisition programs. May lead multi-disciplined professionals, technical experts, and contracting teams.
Reviews and assesses overall acquisition program progress, and develops cost estimates and analysis based on planned technical and schedule parameters for the design, development, test and evaluation, production, and sustainment of assigned program areas. Maintains technical expertise through continuing
professional education and training, symposiums, and technical liaison with other appropriate Navy and DOD activities.
Ensures the comprehensiveness of all cost analysis through close liaison with engineers, Integrated Product Team (IPT) leads, and contractor representatives, periodic status meetings, on-site audits, and monitoring of reports submitted by these activities.
Prepares and defends program plans to develop funding requirements and life cycle cost profiles, and tracks and manages financial performance for assigned programs.
Develops contract segment Statements of Work aligned with the organization’s objectives, establishes and maintains relevant documentation and provides supporting data for technical and resource requirements.
Assembles and provides information and advice regarding assigned program areas to senior officials in the chain-of command.
B. Planning, Programming, and Budgeting
The incumbent provides required data for assigned program areas to the pertinent business managers in support of any actions to justify and defend all programs, plans, and budget to the SSP Board of Directors.
Performs other duties as assigned.
Mastery of and skill in applying, the rigorous methods of scientific inquiry and analysis. Mastery of and skill in applying the broad areas of industrial engineering, operations research, mathematics, or statistics disciplines sufficient to:
• formulate, evaluate, nurture, and promote the generation and exchange of new theories, concepts, principles, methods, applications, and practices;
• integrate qualitative and quantitative methods of analysis and risk evaluation;
• extend the existing parameters of engineering or statistical modeling knowledge; its application and practice;
• serve as an authoritative expert and consultant on cost estimating for acquisition programs that affect national or international interests;
• evaluate the data resulting from applying mathematical or statistical tools, models, methods, and techniques.
Knowledge necessary to model and estimate the costs of design, development, testing, evaluation, production, sustaining logistical support of complex technical system designs and equipment.
Knowledge of DOD and DON budgetary and financial management systems, and Federal procurement practices.
Knowledge and skill in managing resources for acquisition and support of complex equipment and systems.
Knowledge and skill in communicating effectively orally and in writing, including the preparation and proficient presentation of briefings and talks to high-ranking military (through Flag Officer) and civilian (through Senior Executive Service) managers. Expert skills for presentation, persuasion, and team building.
Skills to coordinate and liaise with internal and external customers across a broad spectrum of government employees, military members, consultants, and contractors.
**Must have at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses, and at least 3 of the 24 semester hours were in calculus.
