The Mobile Source Laboratory Division (MSLD) is looking for a qualified, self-motivated and creative Air Pollution Specialist (APS) to join our Data Development Services Section (DDSS). The successful candidate will work with engineers and specialists to develop and maintain custom Windows or web applications while providing laboratory data support to MSLD staff and its clients.
DDSS staff are responsible for developing and managing data systems that support programs at Southern California Headquarters (SCH), Mary D. Nichlos Campus. They maintain systems used for new vehicle certification and in-use vehicle compliance, all while providing verified emissions data from vehicle testing to MSLD staff and clients. Staff will develop and maintain Windows or web based applications and databases for electronic certification that help identify: engine families failing in-use emissions, engine families with high warranty claims on emission related components, and catalysts approved for use on vehicles with On Board Diagnostic system to Smog Check technicians. They will process exhaust emissions and speciation data collected at Southern California Headquarters. This section provides access to data collected by these systems, to various clients within the agency for analysis, program evaluation, and planning. This section is responsible for analyzing systems, designing or modifying databases, programming, providing data analytics, designing queries, and ensuring data quality and consistency within MSLD's databases.
Under supervision of the Data Development Services Section manager or acting manager, the incumbent’s duties may include: working with engineering and specialist staff to learn business processes and rules governing vehicle testing, certification, and emission compliance programs. Using principles of systems analysis to define the regulatory program’s data requirement needs, documenting business processes, designing methods for data collection, validating data to show compliance with requirements, analyzing data based on established business processes, and designing database storage and retrieval systems for displaying the data. This position requires knowledge of systems administration, applications development, and database design. In addition, the incumbent will be responsible for basic system administration and providing maintenance for existing applications or systems. They must demonstrate the ability to apply scientific principles in troubleshooting system failures, design and perform acceptance testing of applications (with or without client participation), and be able to represent California Air Resources Board in workshops related to implementing new applications that have been developed to address specific business processes.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
