Energy Compliance Specialist 

At the Utah Office of Energy Development (OED), we recognize that energy is the foundation of modern society. As the energy landscape evolves at an unprecedented rate, our State Energy Program team is expanding and seeking a dedicated Program Specialist focused on compliance to play a vital role in our mission. In this role, you will be responsible for ensuring adherence to key federal and state regulations, including Buy American Act (BABA) requirements and Davis-Bacon Act (DBA) provisions, across a diverse portfolio of grant programs. Your expertise will be instrumental in maintaining compliance and supporting programs that directly benefit Utah. Important Note:
This position may be filled at either the Program Specialist I or Program Specialist II level depending on the selected applicant’s qualifications and experience. Salary will be based on the level at which the position is hired:
• Program Specialist I: $19.86 – $34.13 per hour
• Program Specialist II: $24.00 – $36.04 per hour

Responsibilities

• Serve as a knowledgeable resource on federal and state regulatory compliance (e.g., NEPA, SHPO, DBA, BABA)
• Develop, implement, and maintain compliance policies and procedures across grant programs
• Support labor compliance processes and manage platforms such as LCP Tracker for certified payroll
• Provide guidance and training to staff and stakeholders on compliance obligations
• Monitor grant activities and documentation to identify and address compliance issues
• Build strong working relationships with grantees, sub-recipients, and external partners
• Stay informed of changes in federal and state regulations and communicate updates internally and externally
• Participate in outreach activities, including tabling events, educational events, and OED initiatives
• Work collaboratively within a team environment and represent the office with professionalism and tact
• Track and accurately report time across multiple program and task areas
• Contribute to the development of programs by ensuring compliance is thoughtfully integrated
• Perform other duties as assigned

 

Qualifications

Minimum Qualifications:
 • Understanding of regulatory compliance principles, including NEPA, SHPO, DBA, BABA, and other grant-related regulations
 • Strong written and verbal communication skills
 • Effective interpersonal skills, including attentive listening and collaboration
 • Analytical and problem-solving skills with the ability to apply rules and recognize issues
 • Ability to work independently and manage multiple priorities
 • Professionalism, adaptability, and commitment to team success
 • Capacity to learn and apply complex regulatory requirements
 • Strong organizational skills with attention to detail
 • Aptitude for developing and implementing compliance procedures
 • Ability to provide effective training and guidance to others

Preferred Qualifications:
  • Experience in the energy industry
  • Experience in project or program management
  • Experience with regulatory or grant compliance activities
