
Chief Financial Officer
SUMMARY
The Finance Department develops and maintains a sound financial and internal control structure in alignment with the city’s strategic goals. Finance emphasizes a service-oriented, team approach to provide financial information, systems, and policies that meet fiduciary and regulatory responsibilities, address the operational needs of the city’s departments, and serve the needs of our residents. The Department maintains the city’s official accounting records including the preparation of annual financial statements; administers accounts payable and accounts receivable services, including utility payments and housing loans; establishes and manages standards for financial internal controls; serves as the city’s official revenue collection unit by providing billing, collection, and depositing services, including e-business services; provides insurance, claims, and loss control services for the city and associated external organizations; and manages the city’s investment and debt portfolios, including future debt needs.
Major Duties and Responsibilities:
The Chief Financial Officer (CFO) is responsible for providing leadership, direction and vision to support integrated and broad comprehensive financial services for the city. The CFO provides strategic leadership and recommendations to the City Manager’s Office.
The CFO is also responsible for developing and analyzing fiscal implications of policy decisions. Responsibilities are broad in scope allowing for a high degree of creativity and innovation.
Collaborates and acts as a trusted partner to provide financial guidance and expertise for business and financial services activities of the City and its departments.
Provides comprehensive oversight of sound financial policies which includes assurances that the City engages in sound financial planning that demonstrates a commitment to transparency and compliance with statutes, ordinances, and applicable rules and guidelines.
Leads and directs the administration of the Finance Department of the City, reporting to the applicable Assistant City Manager.
Supports the City Manager’s Office in connecting analytical data and trends with strategic imperatives that impact the city’s finances.
Extensive knowledge of governmental accounting (GAAP, GASB, etc.), financial reporting including production of the Annual Comprehensive Financial Report (ACFR), working with external auditors throughout the annual audit process, and responding to findings and observations made by the auditors.
Provides substantial and impactful leadership related to municipal bond financing and debt management, debt issuance, debt administration, bond post-issuance disclosure requirements, and meet applicable legal requirements.
Serves as the City’s Finance Officer as required by NC General Statutes.
Minimum Qualifications:
This position requires a Bachelor's degree and ten years of progressive experience in finance, accounting, or a related field. Extensive experience in financial management, budgeting, debt management, accounting, auditing and statistical analysis is required. State-federal government finance experience and /or financial administration of large local or state government organizations desirable.
Preferred Qualifications:
Master's degree is preferred.
Licenses and Certificates:
One of following certificates are highly desired, but not required, by time of appointment: Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Finance Manager (CGFM), North Carolina Certified Local Government Finance Officer (NCCLGFO).
The Ideal Candidate:
Experience in a mid-to-large public-sector organization with a broad vision and understanding of municipal finance, including knowledge of all aspects of governmental accounting (GASB), budgeting, forecasting, revenue and collection, expenditures, debt issuance and modeling.
Public finance including production of the Annual Comprehensive Financial Report (ACFR), debt issuance, and investment functions.
Candidates for consideration will need to demonstrate financial expertise combined with strong leadership, organizational development, and management skills for delegated oversight of daily operations and to create efficiencies in the Department
