The Associate Governmental Program Analyst (AGPA), under the supervision of the Communications Unit Manager in the Operations Section, independently performs a wide variety of complex analytical assignments, including coordination of internal and external communications for the Office of Health Workforce Development (OHWD). The AGPA develops, reviews, and edits communication documents, materials, presentations, web content, and other tactics prior to release to stakeholders and the public. The AGPA coordinates and facilitates outreach events with partners, including academic institutions, provider organizations and facilities, local and state entities. The AGPA collaborates with the Communications Unit Manager, lead analyst and team to implement strategic, professional communications and outreach efforts across all existing and new programs. The AGPA routinely uses industry standard technologies and best practices, for internal and external communications.

Working Conditions
HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- 3 years of experience creating and editing clear and concise documents, procedures, and communications.
- 2 years of experience in leading or participating in a work group or team.
- 3 years of experience utilizing Microsoft Office Suite applications in a professional work environment to complete assignments.
- 3 years of experience utilizing Communications applications for website development (e.g. Wordpress), Presentations (e.g. PowerPoint), and Email blasts (e.g. Mailchimp).
- 3 years of experience providing communication, administrative and/or customer service assistance for public/non-profit organizations.
- 2 years of experience in evaluating, analyzing, summarizing data and information, and making recommendations.

Do you have the following education or experience?
Education:
The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) AND
Either 1
Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or
Or 2
Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis.
Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.
(One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)
Special Personal Requirements
Demonstrated ability to act independently, open-mindedness, flexibility, and tact.
