Description
The Emissions Inventory Analyst will have a particular focus on overseeing the implementation of the baseline emission inventory process for the Salt Lake City Intermodal Terminal (SLCIT), working in concert with the planned contractor to report progress, ensure program milestones are met and that appropriate procedures/controls are in place.
This is a time-limited position contingent on and for the duration of the Clean Ports Program Climate and Air Quality Planning activities for the Salt Lake Inland Port Clean Air Plan project, estimated to be approximately three years. This position offers in-person and telework options. The UIPA offers a highly competitive benefits package including URS retirement and PEHP benefits.
This position reports directly to the Environmental & Sustainability Director.
About Clean Ports
On February 28, 2024, the EPA announced the CPP grant competitions. $3 billion in funding is available from the Inflation Reduction Act (IRA) to fund zero-emission (ZE) port equipment and infrastructure, as well as climate and air quality planning at U.S. ports.
The Utah Inland Port Authority (UIPA) has been awarded approximately $2.4 million dollars to complete the following CAQP activities:
- Develop a baseline emissions inventory for vehicles/equipment operating at the SLCIT;
- Assess diesel emission reduction strategies;
- Launch a formal process to get input from near-port communities and other stakeholders on CAQP activities;
- Engage SLCIT workers on CAQP activities;
- To include a ZE workforce impact assessment; and
- Prepare and publish documents summarizing the result of CAQP activities.
Principal Duties
Work with engineers, planners, other environmental professionals, Information Management staff, and other personnel from a third party contractor to:
- develop and implement methods and techniques for the analysis and evaluation of air quality studies and plans
- conduct comprehensive three-dimensional chemical transport modeling to assist in policy decisions, air quality management plans, rulemaking activities and other special studies
- prepare spatially and temporally allocated emissions inventories as input for emissions reductions strategies assessment
- collect operational activity data of port vehicles and equipment servicing the SLCIT
Prepare written documents such as technical reports and scientific publications, briefing papers based on air quality modeling, analysis and monitoring studies. Prepare and/or perform presentations to convey complex air quality concepts to technical and/or general-public audiences. Collaborate with other government agencies, academic institutions and other professional communities.
Analyze information and data leading to the preparation of written documents such as findings and recommendations, exceptional event analyses, rule drafts and supporting documents including, graphs, and statistical summaries. Review research publications and technical reports of other agencies and write a summary report and/or comment letter.
Requirements
Ideal Candidate
- Bachelor's degree (or higher) in the field of atmospheric science, environmental/chemical/mechanical engineering, chemistry, physics, meteorology, environmental science, and/or a related quantitative field.
- Experience in the analysis and research of air quality data and other technical issues.
- Experience with the planning and development, application, and/or execution of comprehensive modelling and/or measurement air quality studies.
- Experience in writing technical documents such as reports, publications, recommendations, technical papers, presentations, talking points, and correspondence.
- Experience with the technical evaluation of emissions inventories, air quality models, air quality measurements, stationary or mobile source control technologies, health risk assessments, or other environmental issues.
- Experience in reviewing complex technical documents, making related recommendations, and communicating key issues, orally and in writing, to superiors, teammates, special interest groups, the public, and other audiences.
- Strong understanding of project management fundamentals to meet project goals and timelines
- Strong verbal, written, and presentation skills.
- The ability to coordinate multiple complex activities or tasks of people, groups and/or organizations.

Pay
$28-$38 per hour (DOE)

Salary Description
$28 to $38 per hour (DOE)
