Position Summary:
The Real Estate Officer will participate in key real estate transactions, including acquisitions, leases, and dispositions, while implementing project strategies. Due to the fluid and flexible nature of the department, you may be required to perform tangential functions in support of the department, such as department budget review and analysis, review policies and confirm compliance, as well as others. This role requires a candidate to possess strong administration skills, attention to detail, good communication both written and oral, and the aptitude to navigate complex real estate transactions and a difficult decision-making process, within the University of California system. It is important that a qualified person can build consensus among a diverse constituency.
The Real Estate Officer will also engage with internal and external stakeholders, be a representative of UC ANR, and ensure compliance with UC practices, state-laws, and industry best practices. The position is ideal for a professional with a foundation in real estate or similar industry, and a desire to grow their career in a dynamic environment, while working for a leading institution in California and the national agriculture industries.
This position is a career appointment that is 100% fixed.
The home department for this position is IMM Office of AVP - Business Operations. While this position normally is based at 1111 Franklin Street, Oakland, CA position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University.
Pay Scale: $88,900/year to $126,400/year

Key Responsibilities:
50%
Transaction Support and Analysis:
• Identifies properties, assembles property information; analyzes income and expense components, and develops single year pro forma and operating statements.
• Coordinates transaction negotiation and documentation, due diligence and escrow closings, leases, purchases, and sales of University related properties. Negotiates complex real estate transactions and draft contract language.
• Assures that University policies and procedures are followed in connection with real estate transactions consistent with the positions fiduciary responsibility.
• Participate in real estate and facility development transactions to achieve optimal outcomes on behalf of UC ANR.
• Analyze financial feasibilities on properties, conduct title review, manage due diligence, and oversee project development, and supervise escrow activities.
• Develop and review transaction documents, and prepare transaction documents and approval packages for leadership approval.
• Collaborate on strategic asset management activities for new and existing assets.
• Provide feedback on California Environmental Quality Act, consisting of the required underlying environmental documents, cultural assessments, air quality reports, and others, needed for facility development and/or real estate transactions.
• Assess third party reports, and determine what modifications are required to the reports.
• Project programing, including meeting with clients to define both project scope and program, and a thorough project management.

Financial and Real Estate Analysis:
• Coordinates valuation process, contract appraiser and other consultants as needed. Review 3rd party appraisals and approve or recommend value or analysis corrections.
• Defines and develops complex budgetary, financial and programmatic feasibility and analytic studies with significant economic impacts. Analyzes space alternatives, i.e. long-term lease versus ownership.
• Perform financial modeling, marketing analysis, and evaluation, to support decision making.
• Develop and critique project budgets and division budgets.
• Design creative transaction strategies that align with UC objectives.
• Analyze highest and best use analysis for transactions.

Policy Compliance and Reporting:
• Prepares and coordinates Regents Items and Office of the President approval forms.
• Manages annual expense and budget reports.
• Ensure adherence to UC policies and approval processes for real estate and facility transactions.
• Prepare authorization documentation for Regents or delegates, ensure clarity, and transparency in transaction terms.
• Draft and managing the review process for authorization items throughout the approval process.
• Participate in review and critique draft policies and procedures through the implementation process.

Strategic Planning and Leadership:
• Provide input on-site selection, available funding, and insight into potential joint venture partner(s), consultant(s), or contractor(s) selection (e.g. RFPs).
• Analyze market and demographic trends.
• Offer guidance on transaction structuring, transaction documents, development issues, and asset and property management.

• Reporting - project schedules and budgets, including systematic reporting and updating project status for leadership.
• Organization activities - performs organizational, departmental, and administrative activities not directly relating to projects.
• Conflict resolution - act as a liaison among project participants to resolve problems or conflicts.

Working with Municipalities and Other Agencies:
• Review and edit third party reports for CEQA, permits, approvals with municipalities.
• Work closely with municipalities to obtain required approvals, consent between the parties, and/or negotiating the appropriate transaction documents.
• Establish good communication with municipalities or other agencies to facilitate projects.
Requirements:
• Bachelor's degree in related area and / or equivalent experience / training.
• Demonstrated knowledge of real estate principles, practices, and applicable rules, laws, and policies.
• An understanding of public agency requirements, including the California Public Contract Code, California Environmental Quality Act.
• Experience in real estate development processes; evolvement with urban planning, entitlement process, environmental review, and financial analysis, a plus.
• Proven ability and experience in conducting lease negotiations relating to financial and legal contractual terms, contract development, space planning, coordinating tenant improvements projects, finance, and property management.
• Ability to prioritize tasks, work independently or collaboratively, and sound business judgement.
• Understanding of risk management, seismic, fire and other life safety and ADA compliance issues.
• Excellent analytical, organizational, and communication skills.
• Excellent interpersonal skills, including tact, diplomacy and flexibility to interact and maintain working relationships with University departments, University administration, industry representatives, charitable organizations and governmental agencies, including skills to clearly communicate information to a broad variety of people in written form, in person and on the telephone.
• Ability to deal with broad and diverse constituencies, with a strong and supportive customer service orientation.
• Strong computer skills, including production of complex legal contracts, as well as analyses including spreadsheets, databases and modeling applications, specifically for financial feasibility analysis, operating budget performance analysis and database development.
• Proven ability to resolve complex issues with creative thinking.
• Effective at meeting deadlines, managing multiple projects, and advancing projects through to final approval.
Preferred Skills:
• California Real Estate Salesperson's, Broker's license, or other real estate credentials
• Capital project management
• Working knowledge of the University of California Facility Manual
Special Conditions of Employment:
• Required to hold valid driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program.
• Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
