GIS Manager
The GIS Manager will oversee the GIS and supervise GIS staff. The GIS Manager will work with staff to produce GIS products for the Snoqualmie Tribe while supervising workflows and products of staff to ensure the GIS technology is being used properly and efficiently.
Essential Duties:
- Assigns tasks to and supervises GIS staff.
- Manages complex GIS projects
- Performs complex GIS data manipulation, analysis, extraction, and generation
- Generates specialized products.
- Develops and maintain online mapping applications and databases for internal and external use
- Manages and administers the GIS computing infrastructure
- Performs administrative duties as needed
- Develops GIS strategic plan and adapt as needed
- Maintains GIS licensing, subscriptions, software and hardware
- Direct the preparation of regular status reports, highlighting GIS issues requiring attention
- Develops operating standards in concert with technical staff
- Determines data collection procedures and tolerances
- Metadata standards
- Cartographic standards/branding
- Recommend and establish standards and procedures to deal with production of high priority data, maps and services
- Metadata definitions
- Examines department work products for adherence to standards
- Provides GIS support to multiple departments to identify needs and technical issues
- Coordinates and conduct user training classes and develop training materials and manuals in the use of GIS applications and data management
- Administers Enterprise GIS and AGOL
- Responsible for the on-going maintenance and dissemination, and the generation of maps and other GIS reports and information products
- Responsible for the compiling and organizing GIS data from maps, databases and other sources
- Responsible for the collection of data in the field using Global Position System Units and drone flights
- Responsible for the collection and conversion of mapping resources and data
- Occasionally responsible for the daily input and editing of client data
- Conduct programmatic and manual analysis and create reports and thematic maps on the data within the GIS
- Occasionally responsible for the conversion, import and export data in and out of the GIS system
- Develop and manage enterprise geodatabases
- Performs complex GIS data maintenance
- Maintain professional relationship through attendance to user group meetings, workshops, meetups and conferences
Additional Duties:
- Seek funding through grants.
- Special projects as assigned.

Requirements

- Must be proficient in ESRI ArcGIS Enterprise Portal and ArcGIS Online administration
- Must be proficient in ArcGIS Pro software and processing tools
- Must be familiar with SQL
- Must be familiar with Python, JavaScript, HTML5, and CSS programming languages
- Knowledge and experience working within Tribal GIS
- Knowledge of the principles of public administration, geographic information science and GIS technology.
- Knowledge of project management (certification preferred), and ability to apply that knowledge to projects with considerable technical complexity.
- Knowledge of the core concepts of personnel management and the ability to hire and retain skilled staff
- Knowledge of the fundamentals of Global Positioning System and skill in the use of GPS technology for data collection.
- Extensive experience in GIS problem solving and designing complex and innovative analysis solutions.
- Ability to properly supervise subordinate staff
- Knowledge of core concepts of personnel management and the ability to hire and retain skilled staff
- Skill in organizing a technical staff
- Ability to form and manage project teams
- Exhibit significant skill in spoken and written communications
- Knowledge of GIS enterprise solutions
- Experience with mapping legal descriptions
- Familiarity with land survey methodologies
Education & Experience:
Education Required:
- Bachelor's Degree in business administration, public administration, geography, engineering, planning, GIS, Computer Science or other relevant field with GIS certification.
Education Preferred:
- Master’s degree in GIS.
Experience:
- With Bachelor’s Degree - 10 years of GIS experience.
- With Master’s Degree - 8 years of GIS experience.
- Minimum of two years’ experience managing a GIS program.
Certifications/Licenses:
- Must have and maintain a current and valid Washington State Driver’s License.
- FAA Part 107 License preferred.
Other Requirements:
- Must be able to pass a thorough pre-employment background investigation.
- Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.
Additional Information
- Salary, compensation will be determined based on experience and starts between $102,922.18 - $113,214.40 per year.
- This position is a permanent full-time position and employment is at will.
