General Summary
Under the direction of the Chief Human Resources Officer (CHRO) and with limited supervision, the HR Specialist is a key member of the Human Resources Department supporting the MAOF Head Start Program in Contra Costa County. We are seeking a highly motivated individual who will oversee a broad range of HR functions, including recruitment, employee relations, performance management, policy implementation, compliance, and benefits administration.
The HR Specialist plays a vital role in ensuring that human resource practices are aligned with organizational goals and remain in full compliance with applicable labor laws and regulations. This position requires collaboration across departments and the ability to foster a positive, inclusive workplace culture while upholding the highest standards of professionalism and confidentiality.
Responsibilities:
Position Responsibilities (Under the Direction of the CHRO):
- Manage the full-cycle recruitment process, including posting job openings, screening resumes, conducting interviews, and coordinating the onboarding of new employees.
- Create, organize, and maintain accurate and confidential employee personnel files.
- Serve as a point of contact for employee concerns under the supervision of the CHRO, addressing matters related to performance, grievances, and workplace conflicts while promoting a positive and inclusive workplace culture.
- Assist in the development, implementation, and enforcement of company policies and procedures, ensuring they are effectively communicated and understood across the organization.
- Support the administration of employee benefits programs, including health insurance, retirement plans, and additional perks; respond to employee inquiries related to benefits.
- Ensure HR practices are compliant with all applicable labor laws, regulations, and internal policies.
- Coordinate employee training and development initiatives to foster skill enhancement and ensure compliance with mandatory training requirements, as directed.
- Generate and analyze reports on key HR metrics such as employee turnover, recruitment progress, and performance management trends, providing actionable insights to the HR team.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Minimum of two (2) years of experience in a comparable Human Resources role.
- Bilingual in English and Spanish is preferred.
- Proficient in HRIS software; experience with Paychex is highly desirable.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
- Must have reliable transportation, a valid California Driver’s License, and current automobile insurance. Ability to travel by car, train, or plane as needed.
- Demonstrated ability to manage confidential information with integrity and professionalism.
- Strong knowledge of employment laws and HR best practices.
- Excellent interpersonal, communication, and problem-solving skills.

- High level of accountability and personal responsibility.
- Strong multitasking abilities with experience managing multiple projects simultaneously, both independently and under supervision.
