State of North Carolina Insurance Regulatory Analyst I

Salary Recruitment Range: $58,613 - $60,000

Salary Grade: NC17

This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

 

Mission of the Department of Insurance:

Primary Purpose of the Position:

The primary purpose of this position is to assist in regulating Agents, Agencies, Adjusters, Public Adjusters and some other Business Entities to ensure that they are in compliance with the Rules and Statutes set for the by the North Carolina Administrative Codes and the North Carolina General Statutes under Chapter 58. Duties include handling an assigned inventory of enforcement cases from the beginning to the conclusion of the case following the NC Department of Insurance and Agent Services Division procedures and guidelines; to include identifying the issues specific to the particular case and completing thorough investigations to obtain facts to work towards resolution of the case. Duties also include preparing, attending and participating in Informal Conferences and Administrative Hearings. This position will be responsible for making recommendations to the Compliance Section Supervisor for resolution of the case. This position will apply the Administrative Codes and the North Carolina General Statutes under Chapter 58 for such cases which requires the employee to be knowledgeable about those codes and statutes and the different types of licenses issued in the state.

Knowledge, Skills and Abilities / Competencies

 

  • Working knowledge of insurance principles and practices and department regulation.
  • Working knowledge of mathematics, with some knowledge of the fundamentals of statistics.
  • Working knowledge of insurance rate-making procedures and practices, policy contract and manual provisions, or insurance company operations.
  • Ability to interpret and apply provisions of the insurance laws to rate filings or premium calculation.
  • Ability to express oneself clearly and concisely in oral and written form.
  • Possession of professional designation appropriate to specialty area. (Ex FLMI, CPDU, CIC, CIE, AIE, MHP, etc.).
  • Ability to work with and provide technical guidance to lower level analysts.
  • Thorough knowledge of the insurance industry.
  • Ability to read and understand policies, including but not limited to life, health and auto.
  • Excellent customer service skills.
  • Detailed knowledge regarding statutes and administrative codes that regulate insurance agents, agencies, adjusters and public adjusters.
  • Working knowledge of agent licensing requirements.
  • Ability to prioritize tasks and meet deadlines.
  • Working knowledge of the North Carolina Administrative Codes and the North Carolina General Statutes under Chapter 58.
  • Ability to interpret and analyze federal and state statutes relating to all regulated individuals and entities.
  • Ability to meet deadlines and key performance criteria outlined by management.

 

Minimum Education and Experience Requirements

Bachelor's degree in business or economics or a related program from an appropriately accredited institution and three years of experience in policy and rate examinations, underwriting, claims adjusting work, or financial/marketing analysis; or an equivalent combination of education and experience.

Management Preferences/Special Qualification:

  • Experience working with NIPR, NAIC, and iSite.
