Supervisor of Special Education
PERFORMANCE RESPONSIBILITIES:
Under the supervision of the executive director of curriculum and SPS, responsible for supervision of appropriate educational programs for students identified as having exceptional educational needs. Plan, organize, and evaluate programs for effective and efficient delivery of diagnostic and instructional services.
- Assist in the observation and supervision of Special Education teachers, K-12
- Assist director of specialized programs and services in planning and conducting in-service and teacher meetings
- Assist in providing orientation to program operations for new staff members, or those transferred to the program from other areas of special or regular education
- Assist in the coordination of the planning, development and implementation of Special Education pedagogy
- Assist in the development of a Comprehensive Plan for Special Education and planned courses for special education programs
- Collaborate with teachers and principals in development of student IEPs
- Assume responsibility for managing and reviewing special education placements and assignments within Phoenixville schools, Intermediate Unit placements or approved private school placements
- Assure that the staff conducts ongoing student evaluations to ensure the appropriateness of the educational program
- Attend IEP conferences for School District programs, Chester County Intermediate Unit (IU) programs, other district programs and those programs in approved private schools and state institutions
- Ensure that all regulatory procedures are followed in placing students in the review/reevaluation process, transferring a child from one program to another, moving a child out of special education, or in coordinating the mainstreaming program
- Coordinate and determine Extended School Year (ESY) services
- Coordinate educational services for both in-District and out of District special education students
- Coordinate local efforts with IU staff to manage IEPs for students served by both agencies
- Coordinate the multidisciplinary teams’ functioning – including assisting staff in the diagnosis of a student’s difficulties, strategies for improving the student’s conditions, and management procedures
- Coordinate the new review/reevaluation process for all exceptional children, as required, bi-annually, and tied to the students’ IEPs
- Maintain liaison with other public schools, state approved private schools and other Department of Education and Department of Welfare institutions where Phoenixville Area School District resident children are placed, to assure that the placements are appropriate and all due process procedures are followed
- Oversee the programmatic instruction through observation, recommendations, demonstrations, and staff development activities – including assessment techniques, the use of research based teaching strategies and instructional programs, progress monitoring, classroom management strategies, appropriate affective educational interactions, setting of curricular components (goals, objectives, activities), IEP writing, parental conferencing, effective staff relationships with other staff and School District personnel, program evaluation strategies, and record keeping
- Provide educational leadership and expertise to implement mainstreaming and subject matter coordination between special education and regular education
- Provide support to Special Education teachers throughout the IEP process
- Serve as Local Educational Agency (LEA) representative for the school district in implementation of Individualized Educational Programs (IEPs) for all exceptional students
- Work with Special Education teachers, counselors and administrators to insure that appropriate programs are in place to meet each child’s needs
QUALIFICATIONS:
- Pennsylvania certification as a Principal or Special Education Supervisor
- Pennsylvania certification in Special Education
- Masters degree or other advanced degree
- Previous experience in public school administration
TERMS OF EMPLOYMENT:
- FLSA: exempt
- Act 93 member, full-time, 260 days
