Our 8-week career training programs provide participants with the skills needed to be successful on any job. Our training focuses on individual development, Personal Empowerment, Career Training, and the 21st Century Skills that today’s employers are looking for. Graduates of this program typically double or triple their annual income. Our career coaches help participants develop a career plan while providing them with the resources and placement connections needed to achieve their goals.
Employers hire TCR graduates because they value that TCR graduates apply their Personal Empowerment skills leading to accountability, responsibility, conflict resolution, positive interaction, attendance and long-term change. They also know TCR graduates receive continued coaching services through the end of the first year of employment and that over 70% of TCR graduates stay at their job 1+ years, well above the general average.
Our Personal Empowerment Training curriculum that provides transformative Emotional Intelligence Training has been designed by The Empowerment Institute at Twin Cities R!SE. Not only do our TCR program participants benefit from this training, The Empowerment Institute partners with businesses, schools, universities, and nonprofits to help them create their own empowered cultures within these organizations.
JOB PURPOSE:
The Employment Training Services Manager at Twin Cities R!SE (TCR) plays a critical role in leading and overseeing the development, implementation, and evaluation of educational programs designed to empower participants and align with the organization's mission. This role involves comprehensive curriculum oversight, staff management, and collaboration with internal teams and external partners to ensure the delivery of high-quality educational experiences. The Employment Training Services Manager is responsible for driving program success by leveraging adult learning principles, fostering professional development, and ensuring that all training initiatives are aligned with the needs of participants and the goals of TCR.

PRIMARY DUTIES AND RESPONSIBILITIES:
Program Leadership & Development:
- Lead the design, implementation, and continuous improvement of educational programs that prepare participants for employment and career advancement, ensuring alignment with strategic organizational goals.
- Develop and execute programmatic strategies to enhance participant engagement and success, using data to inform decisions and drive improvements.
- Cultivate a culture of innovation and accountability by providing clear leadership and vision for the educational team.
- Ensure that curricula are aligned with adult learning principles, incorporating both in-person and online modalities to maximize participant engagement and success.
- Collaborate with internal teams, including Employer Services and Coaching, to align educational offerings with participant needs and employment opportunities.
- Research and implement training and adult learning best practices.
Curriculum Oversight & Enhancement:
- Supervise the development, evaluation, and refinement of curriculum and instructional materials, ensuring they meet high standards and are responsive to participant needs.
- Collaborate closely with facilitators and curriculum developers to ensure the effective delivery of content and to support innovative teaching practices.
- Oversee the implementation and administration of online learning platforms, ensuring that digital content is accessible and engaging.
- Implement structured feedback loops to assess curriculum effectiveness, using success metrics (e.g., participant engagement, completion rates, and learning outcomes) to drive continuous curriculum improvement.
- Achieve minimum standards of participant completion rate for training programs.
- Increase participant engagement in online learning platforms by 20% annually.
Staff Management & Development:
- Provide strategic leadership, mentorship, and coaching to a team of facilitators, curriculum developers, and program assistants, empowering them to achieve excellence in instructional delivery.
- Conduct regular performance evaluations, offer constructive feedback, and provide opportunities for professional development to enhance instructional quality.
- Foster a collaborative and supportive work environment that encourages innovation and continuous improvement.
- Establish clear performance expectations and track metrics, including participant success rates, engagement levels, and instructional quality, ensuring alignment with program goals.
- Maintain a facilitator performance rating of 90% satisfaction from participant surveys.
Partnership Development & Resource Management:
- Establish and maintain strategic partnerships with educational institutions, community organizations, and other stakeholders to expand and enhance program offerings.
- Manage contracts and communication with external partners to ensure successful program delivery and participant outcomes.
- Develop and manage budgets for educational programs, ensuring the efficient use of resources and alignment with organizational goals.
- Strengthen strategic partnerships and obtain new partnerships as needed.
- Use metrics to evaluate the success of partnerships and identify new opportunities for collaboration based on data insights.
Program Evaluation & Reporting:
- Oversee the collection and analysis of data related to participant progress, program outcomes, and instructional effectiveness.
- Prepare and present reports to stakeholders, including the board of directors and funders, highlighting program successes and areas for improvement.
- Utilize data-driven insights to inform continuous improvement efforts and to ensure that educational programs are meeting the needs of participants and achieving desired outcomes.
- Implement regular program assessments and refine strategies based on data analysis and feedback.
- Improve program effectiveness and employment preparation through quarterly data analysis and reporting.

SUPERVISORY RESPONSIBILITIES:
Currently supervises the following positions. In the future, may supervise other positions that support programming and/or interns and volunteers.

This position serves as a member of the Operational Leadership Team (OLT).
COMPENSATION AND BENEFITS:
- $60,000 to $72,000 annual salary, depending on qualifications.

Requirements
REQUIREMENTS:
Minimum Education and Experience
- Bachelor’s degree in education, instructional design, social work or a related field of study (or equivalent years of experience).
- 3+ years of experience in educational program management, with a strong emphasis on adult learning principles, curriculum development, and instructional design.
- 3+ years of supervising a high-performing and engaged team, including performance management and professional development.
Preferred Education and Experience
- Master’s degree in related field of study.
Knowledge, Skills and Abilities
- Deep understanding of adult learning theories and practices, especially in relation to workforce development and career training.
- Expertise in instructional design, including the ability to create engaging, effective, and inclusive curricula and training programs for diverse adult learners.
- Strong analytical skills with the ability to collect, interpret, and utilize data to improve program effectiveness and participant outcomes.
- Ability to establish and maintain strategic partnerships with educational institutions, community organizations, and other stakeholders to enhance program offerings.
- Excellent organizational and project management skills, with the ability to manage multiple projects simultaneously and meet deadlines.
- Exceptional verbal and written communication skills, with the ability to effectively communicate with staff, participants, stakeholders, and funders.
- Strong leadership skills with a proven track record of managing teams, fostering a collaborative work environment, and driving professional development.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
Must be able to perform the primary duties and responsibilities of the position with or without reasonable accommodation.
Physical Demands:
- Ability to use a PC/laptop, requiring repetitive motion of fingers, hands and wrists.
- Required to occasionally move about in an office environment to access file cabinets, printers, etc., and remain in a stationary position for extended periods of time.
- Required to move about in a classroom during training facilitation.
- Ability to lift light materials and equipment in the typical office environment (up to 15 pounds).
- Ability to be on video calls, with camera on, for all meetings.
Work Environment:

- Work schedule: Occasional evenings and/or weekends will be required (workweek will be adjusted accordingly).
- Travel requirements: Position will be expected to travel throughout the Twin Cities metro area to attend meetings and other events.
- Location/structure of work: Position is hybrid; employee will be expected to work in the TCR office weekly.
