
Accounting Specialist
PURPOSE OF THE POSITION: This position is responsible for providing financial analysis, reporting, auditing, contracting, and budgeting functions for the Department of Human Services. The work is performed under the authority and direction of the Finance Director and in collaboration with the Human Services Director.
DUTIES AND RESPONSIBILITIES:
This list of duties is not to be construed as all-inclusive and may be modified as need requires. Special duty assignments will occur.
- Assist in development of the Human Services annual operating budget and final compilation of budget. Carry out the DHS Director and Finance Director guidance and direction for building the annual budget and computing the proposed tax levy. Assist staff with preparing budgets for committee review and Finance Director approval.
- Assist in updating and implementing DHS county financial procedures, policies, and practice standards for all programs. Ensure compliance across all DHS divisions.
- Prepare a variety of financial reports to funding sources and provides ongoing analysis of funding regulations, allowable costs to maximize revenues from these complex funding sources and ensure compliance with state/federal reporting standards.
- Provide assistance to DHS personnel writing grants to Federal, State, and private funding sources. Monitor and oversee grant/allocation claims reimbursement, including GEARS reports and ensure expenses are properly recorded and claimed.
- Assure compliance with County, State-County contracts, and Federal requirements including reviewing financial and compliance audits.
- Monitor revenues and expenses entered into Tyler Technology’s ERP Pro 10 software to insure accounts are properly charged and dollars are utilized in the most cost-effective manner. Monitor general ledger accounts to ensure proper posting of data entered into ERP Pro 10.
- Prepare and monitor agency Contracts to insure that billed amounts do not exceed the contracted rate, have adequate liability insurance, possess correct licensure, have a DHS/DCF civil rights compliance plan or letter of assurance, and follow-up, when necessary if there is a discrepancy.
- Respond to vendor and client questions on payments made in a courteous and professional manner. Follow-up with Professional staff if there is a discrepancy or misunderstanding on payments.
- Enter Agency State and Federal revenues into ERP Pro 10. Reconcile agency revenues to the GEARS reports including the reconciliation of the deferred revenue account, the GEARS report to the agency reports, and both reports to the revenue accounts. This same procedure is completed for revenues received via other means than GEARS reports, including electronic transfers and County system entries.
- Reconcile eWiSACWIS information to match payment in ERP Pro 10.
- Complete the yearly WIMCR data and files with the State in a timely manner.
- Reconcile ERP Pro 10’s Project Accounting module for CCOP clients to HSRS records.
- Design and set-up spreadsheets, documents, and reports to meet department needs.
- Read and has the ability to interpret State/Federal laws and determines what is necessary to meet requirements.
- Assist with development of fiscal management policies and procedures.
- Compile, analyze, and when requested, present fiscal information for the purposes of planning and development of programs, and fiscal management information.
- Act as Supervisor to the HS Accounting Clerk.
- Attend staff meeting and training sessions, as necessary.
- Keep current with agency and program policies by reading materials of a general and selective nature.
- Prepare and submit monthly Aging reports to Greater Wisconsin Agency on Aging Resources (GWAAR) for Buffalo and Pepin Counties.
- Prepares GWAAR budget and requests funding transfers for Buffalo and Pepin counties.
- Prepare and submit monthly cost reports to the Western Region Economic Assistance (WREA) Consortium.
- Monitor, prepare, and submit 85.21 and Section 5310 quarterly and semi-annual reports for Buffalo and Pepin counties and prepare and submit the annual vehicle transportation report for Pepin County.
- Submit the GEARS Report and SPARC Report to the state each month.
- Submit monthly ADRC Gears Report and annual ADRC report to DHS for Buffalo and Pepin counties.
- Submit monthly time reports for ADRC, EBS, DCS, and DBS via Adder Workbook on the ADRC SharePoint.
- Prepare and submit annual HSRR and 942 reports to the state.
- Prepare and submit monthly and/or quarterly invoices to counties.
- Submit monthly invoices to the Western Region Recovery & Wellness Consortium (WRRWC) via SharePoint for payment.
- Monitor CLTS program TPA claims and reports.
- Oversee and participate in the functions of the Collections Program.
- Provide leadership, supervision, and management to assigned staff in the fiscal unit.
- Present department fiscal reports, budgets, funding opportunities, fiscal trends, and projections to the Human Services Director, Management Team and Human Services Board monthly.
- Other duties as assigned.
- Under the direction of Supervisor, this position may at times be required to work overtime hours or shifts.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of Accounting Principles and business math, ability to accurately work with figures.
- Ability to work cooperatively with other professional and para-professional staff both within and outside of this Department.
- Knowledge of office practices, procedures, terminology, computer operations and software, spreadsheet set up, and other office machine use.
- Skill in understanding and carrying out complex oral and written instructions.
- Ability to continuously make changes to deal with the ongoing, ever-increasing demands placed on this department by Federal and State agencies.
- Bachelor’s Degree in accounting with two years accounting experience, with experience in a Health and Human Services related field preferred.
- Knowledge of departmental software including but not limited to ERP Pro 10 and Champ Software’s Nightengale Notes.
- Knowledge of the DCF SPARC expense system.
- Knowledge of the DHS GEARS system.
- Knowledge of the Program Participation System.
- Knowledge of WI State Automated Child Welfare Information System.
- Knowledge of the Forward Health Portal.
- Knowledge of the WPS Health Solutions EDI Gateway.
- Knowledge of SAS (Statistical Analysis Software) for the Data Warehouse.
