Essential Functions
- Under administrative direction, serves as a Fiscal Systems- IMS/Cobol Developer for the Department of Innovation & Technology (DoIT), supporting the Department of Commerce & Economic Opportunity (DCEO), performing complex professional and advisory functions in System Services.
- Determines, analyzes, plans, designs, implements, and evaluates highly complex IMS COBOL/DB2 Database systems specifically as they relate to fiscal systems.
- Coordinates and confers with the system users and representatives in analyzing and documenting system needs and objectives for maintaining or enhancing existing systems.
- Serves as a project coordinator on highly complex projects independently planning, developing, and implementing techniques for gathering and interpreting data.
- Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in System Services or a directly related Information Technology field.
Preferred Qualifications (In Order of Significance)
- Three (3) years professional experience in database administration, including the analysis, design, implementation, and evaluation of highly complex IMS COBOL/DB2 database systems related to fiscal operations, ensuring optimal functionality, performance, and seamless integration.
- Three (3) years of professional experience utilizing TSO/ISPF, IBM MVS, IBM utilities, Panvalet, TELON, QMF, and IBM OS/JCL for system development, job control, and program management in a large-scale structured IT environment.
- Three (3) years of professional experience providing technical consultation on software, utilities, and hardware for large-scale database systems, optimizing performance and supporting enterprise database development.
- Three (3) years of professional experience coordinating complex projects, including planning and data analysis, providing technical guidance, managing schedules and assignments, and ensuring quality assurance and control.
- Three (3) years of professional experience maintaining or enhancing fiscal systems such as Expenditure, Planning, and Control (EPC), Grantee Reporting, General Ledger, Close Outs, and Administrative Obligation by means of IBM MVS, IBM utilities, and TELCON.
- Three (3) years of professional experience coordinating and conferring with system users and representatives in analyzing and documenting system needs for enhancements or maintenance.
- Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
- Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
- Developed verbal and written communications skills to present technical information to others with clarity and precision.
