The Assistant Manager, Maintenance Operating Division assists in managing the daily bus maintenance operations of an assigned division, ensuring compliance with local, state and federal safety and regulatory standards. This role supports workforce supervision, labor and employee relations, and resource management to maintain high service reliability and efficiency. The Assistant Manager oversees division personnel, enforces policies and procedures, and collaborates with internal stakeholders to improve operational effectiveness.
DUTIES & RESPONSIBILITIES:
Operations and Compliance Management:
Oversees fleet maintenance operations while ensuring compliance with safety regulations and fostering clear communication with stakeholders.
* Assists in overseeing daily fleet maintenance operations, ensuring vehicles and equipment meet safety and performance standards.
* Implement and enforces compliance with FMCSR, DOT, OSHA, and other regulatory requirements.
* Conducts routine inspections and audits to verify adherence to agency policies and procedures.
* Assists in coordinating maintenance schedules, repair prioritization, and service readiness.
* Ensures accurate record-keeping for vehicle maintenance, repairs, and safety compliance.
* Interfaces with internal stakeholders, vendors, and contracted services to assure professional and acceptable quality of services, both those provided and received.
Leadership and Workforce Supervision
Ensures effective supervision, coaching, and performance management of supervisory and maintenance staff while fostering collaboration across teams.
* Supervises maintenance personnel, including monitoring performance and providing coaching.
* Supports employee recruitment, onboarding, training, professional development, performance evaluations, and corrective actions.
* Enforces adherence to the Collective Bargaining Agreement (CBA) and works with union representatives and labor relations to address concerns.
* Assist in disciplinary processes, grievance resolutions, and workforce-related policy enforcement.
* Promotes a positive, safety-conscious, and productive work environment.
Financial and Resource Management
Optimizes financial and operational resources while maintaining clear communication with internal and external stakeholders.
* Analyzes financial reports and makes recommendations on purchases and operational improvements.
* Monitors and analyzes operational costs to ensure budget efficiency.
* Assists in workforce planning and scheduling to optimize labor costs while meeting operational needs.
* Oversees procurement and inventory management of maintenance supplies, tools, and equipment.
* Works with leadership to identify cost-savings opportunities and efficiency improvements.
* Tracks and reports key performance indicators (KPIs) related to fleet maintenance and operational performance.
Additional Duties
* Serves as the Division Manager in the Manager’s absence or as needed.
* Additional job-related duties as assigned.
QUALIFICATIONS :
Required:
* High School diploma or equivalent.
* A minimum of three (3) years of supervisory experience in fleet maintenance operations within a union environment.
* Strong knowledge of vehicle maintenance principles, including electrical, mechanical, and hydraulic systems.
* Proficiency in Microsoft Office Suite and fleet maintenance software (e.g. Cummins In-Site and ZF-Testman).
* Ability to manage time and workload effectively, prioritize tasks, and meet deadlines.
* Strong problem-solving, decision making, and conflict resolution skills.
* Ability to communicate effectively, both orally and in writing.
Preferred:
* Associate’s degree in Mechanical Engineering, Electrical Engineering, Automotive Technology, or a related technical field; OR a certificate or diploma from an accredited technical training institute in automotive and/or diesel technology.
* Experience working with budget oversight, financial analysis, or operational cost management.
* Prior experience leading improvement initiatives or workforce training programs.
Knowledge, Skills, and Abilities
* Strong understanding of fleet maintenance operations, including electrical, mechanical, and hydraulic systems.
* Knowledge of federal, state, and local safety and compliance regulations (e.g. FMCSA, OSHA, and DOT requirements).
* Familiarity with Collective Bargaining Agreements (CBAs) and labor relations principles in a unionized environment.
* Knowledge of preventative maintenance programs, diagnostic tools, and fleet management software.
* Understanding of budget oversight, cost control, and efficient resource allocation in maintenance operations.
* Strong verbal and written communication skills to engage with employees, leadership, and external stakeholders.
* Capable of analyzing complex issues, troubleshooting maintenance challenges, and making sound operational decisions.
* Ability to handle employee grievances and disciplinary actions while maintaining compliance with CBA and agency policies.
* Ability to prioritize tasks, manage multiple projects, and meet operational deadlines effectively.
* Ability to lead teams, provide direction, train and mentor personnel, and foster a high-performing work environment.
* Ability to collaborate cross-functionally with internal departments, external partners, and regulatory agencies.

Pay Range:
$92,003.00 - $129,954.50 Annual
