LEARNING AND DEVELOPMENT COORDINATOR – (Job Posting #25-22)
Coordinates and delivers education and training programs and new hire orientations both in-person and in a remote environment. Creating and facilitating development opportunities and learning solutions. Responsible for curriculum development, compiling resource materials, and developing education strategies for the Judicial Branch. The normal work day for Judicial Branch employees shall consist of 7.5 hours per day with work normally performed between the hours of 7:30 a.m. to 5:00 p.m. Monday through Friday; however, the normal work day may be adjusted based on the needs of the court location.
Branch employees, and reviews and reconciles training expenses and transactions. Acts as the Branch’s primary contact for annual New England COSCA conferences.
The individual in this position is expected to exercise a high degree of independent judgment, critical thinking, and analysis, and perform job duties with limited direction and assistance. The successful candidate will be able to engage and work directly with all levels of Court Administration.
Employees in this position may be required to travel during the regular course of business and are subject to transfer or reassignment at the discretion of the Director of the Administrative Office of the Courts (AOC).
• Coordinates and conducts education and training programs such as new employee orientation, policy-related training, and other trainings as assigned.
• Coordinates an e-learning system and the use of technology to deliver statewide education and training programs to employees by collaborating with the IT Department and other departments; evaluates and recommends alternative delivery systems for education and training opportunities.
• Consults with court administrators, clerks, managers, and other subject matter experts to assess education, training and development needs of the Judicial Branch workforce; researches education and training programs, services, and other opportunities; determines specific learning objectives based on needs and goals identified.
• Develops, monitors, and evaluates education and training program goals, objectives, policies, and procedures within the Judicial Branch to ensure programs are promoting an environment that fosters professional development.
• Conducts research and evaluations to monitor and analyze program effectiveness and updates curricula as needed; develops and implements needs assessment strategies and tools to identify improved and/or new programs and services.
• Implements training opportunities and conferences by scheduling and organizing all program details, including logistics, trainers, and course materials, and records attendance.
• Identifies, retains, and coordinates the scheduling and travel of external trainers, speakers, and facilitators, as assigned.
• Uses and maintains data collection systems for evaluative purposes; prepares and disseminates reports on trends and statistics as requested.
• Organizes and maintains resource materials to assist employees with their professional growth and development.
• Works with the Human Resources Manager and court administrators to identify appropriate educational programs and conferences for judges and non-judicial staff, and coordinates those programs and conferences including registration, travel, and booking accommodations.
• Prepares and distributes communications and marketing materials for educational opportunities.
• Oversees the Education and Training budget by reviewing and reconciling training expenses and transactions
• Oversees performance management, including standardization of performance evaluations and job descriptions, conducting quality reviews of completed performance evaluations, assessing training needs for evaluators, and developing both professional growth opportunities and performance improvement strategies for employees.
• Improves the employee experience by designing and managing a comprehensive, Branch-wide employee recognition program.
• Responsible for the branch wide professional development meeting; four (4) annually sessions.
• Revise and implement an employee retention program which incorporates, employee recognition and rewards, and learning and development opportunities for professional growth.
• Attends and represents the Branch at recruiting events.
• Conducts court tours for students and other populations.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge:
• Terminology related to training and development (preferably having some working knowledge of legal terminology).
• Principles of adult education and curriculum design and development.
• Modern principles and practices of employee training and development.
• Experience with Learning Management Systems and educational technology tools.
• Knowledge and experience with all aspects of instructional design including performing needs assessments, setting goals, establishing learning objectives, defining program content and structure, designing learning activities, creating effective materials and visual aids, and evaluating programs.
• Thorough understanding of performance management and workforce development.
• Other related software with proficiency in software related to training and development.
Skills:
• Strong communication skills, both oral and written, with the ability to communicate effectively with diverse audiences.
• Effective presentation skills with the ability to deliver information that is understandable to the audience in a clear, concise manner.
• Proficient in the use of Microsoft PowerPoint, Word, Excel, and Outlook.
• Knowledge of the nature and use of a variety of instructional delivery mechanisms, including face-to-face, distance delivery, and blended learning, including the instructional design strategies required and the ability to choose the most effective delivery mechanism.

EDUCATION AND EXPERIENCE
• Bachelor’s degree in business administration, public administration, political science, education or related field; and,
• Five years of experience in training and/or experience in human resource management, the management of adult education programs and employment policies; or,
• Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
PREFERRED QUALIFICATIONS
• Must be comfortable with public speaking.
