THE POSITION
The Commonwealth of Pennsylvania is looking for a Director for the Equal Employment Opportunity (EEO) Office to lead our state's EEO organization into the future! This is a unique opportunity for a bold and strategic thinker to modernize the Commonwealth's EEO processes. DESCRIPTION OF WORK

As the EEO Director, you will lead the statewide EEO Office, where you will ensure that EEO programs align with organizational goals, best practices, and legal requirements. You will ensure equal opportunities for applicants and employees, establish and ensure continued participation and understanding of programs to prevent discriminatory practices in all Commonwealth agencies, and develop and maintain enterprise EEO policies.
Key Responsibilities:
- Lead and provide strategic direction for the Commonwealth's EEO program, ensuring it is integrated across all agencies and aligned with enterprise-wide goals.
- Develop, implement, and manage the Commonwealth's EEO policies, programs, trainings, and initiatives to ensure compliance with federal and state regulations.
- Ensure compliance with federal and state laws, including but not limited to Title VII of the Civil Rights Act, the Americans with Disabilities Act (ADA), the Pennsylvania Human Relations Act, and other relevant regulations.
- Establish and maintain a program to prevent discriminatory practices in Commonwealth agencies.
- Oversee the Commonwealth's enterprise EEO investigations process and ensure internal EEO investigations are initiated and completed, where required, in a timely, efficient, and professional manner.
- Oversee the Commonwealth's enterprise disability accommodation and religious accommodation processes.
- Develop and implement strategies to ensure fair and lawful hiring, retention, and promotion practices within the Commonwealth's workforce.
- Provide enterprise-wide strategic leadership and oversight, and moreover, ensure the legality of policies and procedures.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Seven years of professional experience in equal employment opportunity program that includes two years in a supervisory or administrative capacity, and a bachelor's degree; or
- An equivalent combination of experience and training that includes two years in a supervisory or administrative capacity in an equal employment opportunity program.
Additional Requirements:
- You must have successfully completed coursework in legal studies, human resources, business administration, public administration, or public policy.
- You must have experience in equal opportunity, employee relations, law/legal field, law enforcement, social science, or a related field.
- You must have investigative experience and oversight.
- You must have professional work experience with handling confidential and sensitive personnel or personal data.
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- Juris Doctorate degree
- Demonstrated experience accessing data and conducting EEO analysis
- Demonstrated leadership skills and experience in building strong partnerships, both internally and externally, including with culturally and ethnically diverse populations
