Prepare and review Valuation Services reports to include low to moderately complex projects. Review and offer input on reports and/or other relevant work product provided by property owner experts on litigation and/or mediation matters against the Department. Prepare and review right-of-way cost estimates on assigned projects, coordinates and completes project cost estimate milestones on assigned projects.
Participate and provide support, recommendations and valuation expertise to department personnel in right of way related issues, litigation and/or mediation matters. Represent Right of Way at public meetings/hearings and workshops, and similar forums.
Procures consultant services. Make recommendations of valuation services assignments based on existing and proposed workloads and project complexity. Negotiate consultant and sub-consultant hours. Coordinate the activities of valuation services consultants on projects to start when documents and maps are delivered to Right of Way. Notify management of circumstances that could affect production schedule or court proceedings. Ensure data is entered into the Right of Way Management System (RWMS). Run RWMS reports to monitor and assess valuation production and quality. Vendor invoice/warrant processing required to perform these duties.
Coordinate with other offices to address and resolve issues. Coordinate with various units within the Florida Department of Transportation including Work Program Administration, Consultant Project Management, Project Development and Environmental (PD&E). Develop relationships with other offices to facilitate work product and processes.
Ensure and monitor a Quality Control Program. Ensure conformance with applicable laws, rules, regulations, policies and procedures. Interpret and communicate right of way policies and procedures. Assist in the development of policies and procedures. Hold valuation-related training sessions as necessary.
Monitor, train and assist local governments. Respond to public records requests and related inquiries. Identify and evaluate advance acquisition opportunities. Participate in applicant selection and hiring process. Provide employee orientation and training.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Uniform Standards of Professional Appraisal Practice (USPAP). Skilled at written communication and production of quality appraisal and appraisal review reports, memorandums, letters, and other business reports. Skilled in oral communication necessary to relate, implement, and follow through on required actions. Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software.
Skilled at both personal and project related planning and organizing. Ability to perform and review complex eminent domain appraisals. Ability to accomplish assignments with no or minimal supervision or assistance. Ability to understand right of way maps and highway and bridge construction plans, and understand the impact of a project on real estate values.
Ability to suggest alternative construction locations or techniques that would lessen the impacts on affected properties. Ability to quickly assess factors that significantly impact recommended compensation, appraisal complexity, contracting and production processes. Ability to calculate professional staff hours required to appraise a specific parcel or property. Ability to identify, research and assess pertinent market data. Ability to form effective working relationships with numerous persons internal and external to the Department. Ability to quickly adapt to, and carry out, changes.
OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures. On an as needed basis may be required during periods of emergency and/or disaster recovery upon request by appropriate authority, to work beyond established work schedule at night and/or state-wide, including weekends.
MINIMUM QUALIFICATIONS: Prior experience as a Right of Way Appraiser I or II, or a bachelor’s degree from an accredited college or university and four (4) years of appraisal experience, or a high school diploma or its equivalent and six (6) years of appraisal experience, or graduation from the FDOT Real Estate Level III Training Program and one (1) year of right of way appraisal experience, or current certification as a residential or general appraiser.
