This is a technical supervisory position leading assigned public health programs. The responsibilities of this position include team leadership and day to day management of operational issues at the team level. This position will contribute to section planning, public health preparedness, communications, performance management, quality improvement, and assurance of the efficient use of resources for the delivery of the highest level of programs and services to advance the health of our communities. The individual in this role reports to Access to Care Manager, and provides supervision and coordination to nursing, health education, social work or others as delegated to protect human health, safety and welfare within the guidelines of public health statutes, ordinances, and best practice measures.  Employees in this class work under general supervision, exercising independent judgement while at the same time collaborating with policy leaders, business partners, and the public.

Salary Range: $68,471 - $88,052

ESSENTIAL JOB FUNCTIONS
Provides supervision to assigned staff. Participates in hiring, training, motivation, evaluation, providing performance feedback/evaluation, scheduling and planning of work.

On behalf of the Department and as assigned, communicates with the State Epidemiologist, health system partners and others to coordinate disease and outbreak response.  Works collaboratively to prevent the spread of communicable disease including assigning or participating in collection of samples, ensuring documentation and communication of results, and engaging further planning based on outcomes.

Utilizes the Wisconsin Electronic Disease Surveillance System (WEDSS) and other databases and tracking mechanisms to manage work and complete required reporting.

Works collaboratively with other counties to ensure appropriate follow up to cases with conflicting or joint ownership.

Utilizes the NEARS (National Environmental Assessment Reporting System) format for responding to foodborne illness disease outbreaks; coordinates assessments with Environmental Health staff and other entities as necessary.

Works with section manager and other leaders to align program compliance with federal, state, and agency statutes, codes, and standards.  Offers updates to and participates in creation of internal policies and procedures.  

Recommends changes and leads quality improvement efforts within program area utilizing PM/QI (Performance Management/Quality Improvement) practices.  Utilizes performance indicators such as chart reviews, skills/performance oversight and training plans.  

Provides necessary information to contribute to budget plans and monitors assigned budget activity through the year.  Prepares grant proposals and monitors secured grants (data collection, written reports, and fiscal planning/management) as needed.

Adheres to Occupational Safety and Health Administration standards, such as those concerning exposure to blood borne pathogens, toxic substances, airborne pathogens or exposure to other hazards during routine assignments or assignments during public health crisis or emergency.

Delivers targeted, culturally appropriate, and health literate information to help individuals and groups understand health promotion and disease prevention information, policies, regulations, and local code.  Acts as a departmental lead for community and partner consultations on public health matters, including disease prevention and benefits of preventative healthcare solutions.

Provides leadership detailed information when enforcement options are considered. Assists with issuing verbal and written health orders.

Coordinates with department management team to ensure 24/7/365 availability of a public health supervisor or director and assumes delegated Health Officer duties as assigned.

Reports to work as called in 24/7 in a public health crisis or emergency and performs public health emergency response duties as assigned and consistent with training provided. Participates in public health emergency response training and drills.

Assumes responsibility for own professional growth and development by pursuing education, participating in professional committees and workgroups and contributing to a work environment where continual improvements in practice are pursued. Attends training sessions and meetings to maintain current knowledge of community, environmental and public health related issues and policies as appropriate.

Physical demands: Large percentage of time is spent sitting or standing at desk, using oral and written communication, using technology devices which include keyboarding, reading, listening. Handles lightweight items such as papers and manuals; lifts moderately heavy items such as files, copy paper and other office materials. Uses touch sensory for examining patients or giving shots. Lifts, handles and uses nursing-related equipment. Deals with emotionally challenging situations. Sits, stands, bends and reaches intermittently throughout the day. Routinely moves about the office building and may travel to other offices or sites for meetings. In unusual situations, there is potential for exposure to blood/body fluids. In a public health emergency, there is the possibility that work may need to be performed in adverse environments, including outdoors in various weather conditions.

Knowledge, Skills and Abilities
Ability to supervise and direct a group of workers, including the ability to provide counseling and mediation.
Ability to read, comprehend, interpret and evaluate client and program related records and reports and utilize data to make informed decisions.  
Ability to secure facts through investigation, inspection and research.
Comprehensive knowledge of nursing and public health standards, practices, programs, statutes, rules, regulations, and codes.  Complimentary knowledge of environmental public health and scientific terminology.  Examples include: epidemiology, statistical analysis, disease prevention, universal precautions and infection control, blood borne pathogens, respiratory protection, health promotion, behavioral change, group process, community/organizational development theory and techniques.
Knowledge of and/or awareness of protocols related to public health disease practice in the areas of tuberculosis, HIV and STIs, outbreak management, immunizations, oral health programs, and prevention screenings.
Ability to apply program planning, development and evaluation principles.
Advanced computer skills: ability to use and create new databases and spreadsheets, data queries and reports, presentation and publisher software, and internet searches.
Comprehensive knowledge of Microsoft Office applications including Word, Excel, Outlook, PowerPoint, Teams, and Notebook.
Ability to apply time-management skills, exercise independent judgment, and prioritize workload.  Thorough knowledge of the community agencies and resources.
Ability to facilitate group meetings and coalition activities.
Strong written and verbal communication skills including listening skills.
Ability to establish and maintain effective working relationships with employees, community leaders, general public, other county departments, agencies and state officials and work with persons with varying levels of education, understanding, and values in a culturally sensitive manner.
Ability to identify unsafe conditions and to use and wear personal protective equipment.
Access to a motor vehicle and commitment to meet and maintain the County’s automobile insurance requirements.
Ability to work under limited supervision.  
Ability to accommodate flexible scheduling to address program needs.
Training, Experience and Other Requirements
Bachelor's degree from an accredited nursing program required.
Three years professional work experience in a public health or closely related setting.
Prior management or supervisory experience preferred.
Prior communicable disease follow-up and outbreak management experience preferred.
