Assistant Director of Human Resources

SUMMARY:

The position of Assistant Director (of Human Resources and Legal Services) is responsible for assisting the Executive Director of Human Resources and Legal Services in all aspects of human resources management and daily operational support. The Assistant Director must perform duties/responsibilities requiring knowledge of investigations, collective bargaining, and relevant federal/state labor and employment laws/regulations.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Demonstrates a strong commitment to equity, social justice, and inclusion in all practices and position responsibilities.
  • Demonstrates the ability to examine how his/her/their position (directly or indirectly) impacts educational inequities in student achievement outcomes.
  • Engages in reflection and ongoing learning and development on critical concepts and terms identified in the Washtenaw ISD Educational Equity Policy including concepts such as cultural proficiency, racial equity, and systemic and structural inequities.
  • Supervises the day-to-day activities of assigned HR personnel; assists in managing day-to-day operations of the HR office.
  • Manages special projects as assigned by the Executive Director of HR and Legal Services.
  • Conducts (and/or aids with) District investigations and complaints as needed/requested.
  • Plans/collaborates with the WISD Admin. team to assist with Orientation for new personnel.
  • Facilitates and/or provides training, as needed/requested.
  • Provides support to WISD Administrators and other personnel on HR-related matters, as needed.
  • Assists with recruitment efforts to attract qualified candidates for all positions within the district.
  • Attends meetings and negotiation sessions, as needed.
  • Assists in the development and implementation of internal procedures needed to ensure compliance with WISD Board Policies/Administrative Guidelines and state/federal legislation.
  • Serves as a resource on HR related issues to HR counterparts at LEAs in Washtenaw County.
  • Verifies/monitors personnel and contractor certification, licensing, and credentials to ensure legislative compliance.
  • Coordinates/responds to routine requests for HR information, such as verification of employment, requests submitted under PA 189 (of 1966), FOIA requests, and PERA requests. 
  • Oversees mandatory online training for employees.
  • Composes HR correspondence (e.g. emails, letters, memos, disciplinary reports or other).
  • Serves as Editor of the Human Resources & Legal Services web page.
  • Assists in the preparation/review of job descriptions.
  • Assists with State and Federal reporting.
  • Handles highly confidential information; maintains all records in compliance with state and federal guidelines, along with District policies/administrative guidelines.
  • Maintains regular predictable attendance; on-call availability to handle time-sensitive problems after regularly scheduled hours.
  • OTHER RELATED DUTIES AS ASSIGNED.

 

SUPERVISORY RESPONSIBILITIES:

Supervises and evaluates assigned personnel (e.g. office professionals) on the HR team

 

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:

  • Bachelor’s degree in Human Resources (HR) or related field mandatory.
  • Master’s degree in HR, Juris Doctorate or related field preferred.
  • Five (5) years working in HR required; preferably in K-12 education.
  • Demonstrates experience in HR management.
  • Minimum of five (5) years of supervisory experience, managing personnel in HR.
  • Senior Professional in Human Resources (SPHR) and/or SHRM Senior Certified Professional (SHRM-SCP) certificates preferred.
  • Knowledge of employment laws/regulations (e.g. ADA, FMLA, FOIA, FLSA, PERA, etc.) and HR practices.
  • Investigatory experience required.
  • Demonstrated strong customer service skills and initiative.
  • Must possess strong technical, analytical, communication and documentation skills

  • Communicates clearly and concisely, both orally and in writing; fosters positive working relationships. 
  • Ability to read, analyze, and interpret periodicals, operating instructions, procedure manuals, and professional journals.
  • Ability to write reports, business correspondence and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of educators, customers, and the public.
  • Ability to understand and synthesize governmental guidelines and regulations.

TECHNICAL SKILLS:

  • Strong technological skills.
  • Working knowledge of the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint, e.g.) and Apple software and devices.
  • Ability to use a personal computer (PC) in a networked environment to utilize the Internet and other electronic communication mechanisms such as email conferencing. 
  • Knowledge of productivity applications such as Microsoft Office (word processing, spreadsheets, database) is required. 
  • Ability to use Microsoft Office, Zoom, Teams.
  • Knowledge of New World preferred.

 

MATHEMATICAL SKILLS:

  • Demonstrated ability to be accurate in computations.
  • Demonstrated ability to quickly learn and follow formulas/procedures.

  • Attention to detail and excellent follow-thru required.

Specific vision abilities required by this job include close vision, distant vision and the ability to adjust focus. The ability to travel to other buildings is required. The position requires the individual to sometimes work irregular or extended work hours and meet multiple demands from several people.

TERMS: 

Contract, salary and other employment conditions to be established by the Board of Education as reflected in the Non-Affiliated Staff Manual. Starting salary ranging (dependent upon experience) from $98,064 - $120,519.
