
Library Director
JOB SUMMARY:
This employee performs administrative and professional Library work in the direction and supervision of the Bradford County Commissioners.
DISTINGUISHING FEATURES OF THE CLASS:
This employee is responsible for the direction and administration of all activities of the Bradford County Library according to the policies and rules of the Board of Commissioners, and the laws of the Commonwealth of Pennsylvania, paragraph 141.21(2)(IV)B of the Pennsylvania Code, Title 22, Education. Within these general policies and available resources, the Library Director plans, directs, and executes a program of adult and children Library services related to the community needs. Supervision is exercised over other staff members.
JOB FUNCTIONS:
- Plan and execute programs which will stimulate effective use of Library resources.
- Maintain public relations by addressing community groups, preparing reports, frequent. press releases and photos, and in other ways make the Library and its services known to the community.
- Oversee Library technology including staff and patron computers and work with County IT regarding maintenance and security needs.
- Responsible for preparing the annual budget to the Board of Commissioners for approval.
- Review and approve all purchase order and requests for payment of obligations.
- Responsible for Library programs for all ages, including the Summer Reader’s Program.
- Provide reference service and information about Library services and upcoming programs in person, over the phone, by email or by letter in keeping with the guidelines set by the Bradford County Commissioners.
- Maintain the Library’s website, Facebook, and Instagram pages consistent with County IT policies.
- Oversee the updates to the bulletin board, display case, and monthly calendar.
- Create and maintain a staff schedule for Library duties and provide substitute staff to fill in vacancies as needed.
- Develop visionary plans for the future of the Library with approval from the Bradford County Commissioners.
- Plan, draft, and administer standard procedures for Library operations and other services. Review these plans with the Bradford County Commissioners for approval.
- Arrange special training activities and programs for staff members, attend required continuing education courses, keep staff aware of CE opportunities, and maintain a database of Library staffs’ earned CE credits.
- Prepare work programs, budget estimates and other regular and special reports; such as the Pennsylvania Public Library Survey (annual report), the Planned Use of State Aid report, etc.
- Talk to vendors and order needed books, reference material, periodicals, feature and educational films, in keeping with guidelines set by the Bradford County Commissioners.
- See that the buildings, grounds, and equipment are kept in good condition.
- Develop grant proposals for the Library.
- Arrange and lead monthly staff meetings. Report to the Bradford County Commissioners monthly.
- Attend District Library Director Round Tables and Bradford County Library System meetings.
- Attend District Advisory Council Meetings held at least three times per year.
- Cooperate and coordinate with the District Consultants, the District Center and Commonwealth Libraries Bureau of Development.
- Provide professional librarian and reference services as needed.
- Oversee the Bookmobile operations and ensure these services are suitable, useful, and current with modern trends.
- Provide substitute Bookmobile service when regular staff is not available.
- Performs other duties as assigned.
PHYSICAL REQUIREMENTS:
- Must have the ability to record, convey, and present information, explain procedures, and follow instructions.
- Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required.
- Ability to lift 20-30 pounds, occasionally up to 50 pounds.
- Ability to stoop and use a step-ladder to reach bookshelves.
REQUIRED KNOWLEDGE, SKILLS and ABILITIES:
- Demonstrated ability to develop programs preferred.
- Must have proficient computer skills, including Microsoft office skills.
- Must be able to perform database searches and help trouble shoot computer difficulties for patrons and staff.
- Possess strong interpersonal skills.
- Must display professionalism and leadership qualities when dealing with the public, the Commissioners, and staff, focusing on customer service.
- A valid driver’s license is required and the ability to attend state, district, and county-wide functions as necessary.
- Knowledge and experience with Library automation software and information technology preferred.
- Must possess the ability to plan, direct, delegate and supervise work and staff of the Library for effective and efficient operation of the Library.
- Maintain strict confidentiality with patrons and financial records.
MINIMUM EXPERIENCE and TRAINING:
- Minimum Education: Master's of Library Science Degree from an American Library Association accredited school.
- FBI and PA Criminal Background Checks and PA Child Abuse History Clearances
- Comprehensive knowledge of professional Library science and administration; three to five years of experience in libraries preferred.
- Effective manager with the ability to supervise and lead staff
- Past experience leading or contributing to a Library remodel preferred
- Awareness of current and emerging Library trends
- Sound fiscal management and budgetary planning skills preferred
