Senior Management Analyst - Field Operations

The Utility Operations and Services Department is seeking a Senior Management Analyst - Field Operations. This position provides advanced analysis of field operations, maintenance, and construction strategies, processes, procedures, metrics, and financial elements for a range of complex wastewater collection systems and stormwater management programs and projects. This role works with Utility Operations & Services Department (UOPS) leadership to develop performance and program improvements through data-driven insights, process optimization, innovative solutions, and the application of asset management principles. Assists with providing leadership and strategic communication, supports employee development, and applies technical expertise to identify process improvements and meet the needs of the department.

Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification.  Clean Water Services (CWS) may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

 

  1. Leads UOPS in asset management efforts including establishing levels of service, evaluating condition assessment data, prioritizing repair, rehabilitation and replacement projects, and calculating operating and capital expenditures. Serves as a liaison to Conveyance Engineering.
  2. Preparation of complex management studies, data, recommendations, strategies, compliance reports, and presentations.
  3. Organizes, facilitates, and leads activities that promote knowledge sharing, learning, and continuous improvement. Develops and delivers training sessions and other activities that improve efficiency, eliminate waste, and improve outcomes identified in the program roadmaps.
  4. Plans, coordinates, and implements business process improvements to existing systems, software, operating, construction and maintenance procedures, and other program elements, including the creation of dashboards and visual key performance indicators. Serves as a liaison to Digital Solutions.
  5. Conducts advanced analyses of organizational goals, objectives, programs, and initiatives to identify opportunities for improvement. Supports the development and preparation of business cases and cost analyses for business plans, opportunities, projects, and programs.
  6. Negotiates, prepares and administers contracts, requests for proposals, and other agreements. Performs negotiations and ensures compliance in contracts related to business opportunities, including studies, professional and contract services, equipment purchases, and permits.
  7. Supervises the work of administrative, technical, or professional staff.  Oversees employee development and performance, including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
  8. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
  9. Drives a CWS or personal vehicle for work-related purposes.

 

Qualifications

KNOWLEDGE OF: 
 

  • Practices and principles of business, public administration, engineering, and public works
  • Lean/Six Sigma or general business analytic principles
  • Legal, regulatory, and financial aspects of operating a utility or manufacturing facility
  • Principles and practices of complex program and project management, data analysis, and evaluation
  • Computerized maintenance management systems (CMMS)
  • Asset management principles and practices
  • Budget development principles and financial analysis
  • Wastewater treatment processes and conveyance system operation and maintenance principles
  • Pertinent federal, state, and local laws, codes, and regulations
  • Principles of supervision; teambuilding and coaching techniques and practices

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the KSAs would be: 

2 years of supervisory, managerial, or team lead experience; 

5 years experience in project or program management, financial analysis, or public works, including asset management, computerized maintenance management information systems, contract administration systems integration, or geographic information systems;  
  
College-level coursework in business or public administration, information technology, computer science, environmental science, engineering, or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS
Candidates must possess and maintain a valid state issued driver's license.
