Finance Director

The City of Geneva is seeking a forward-thinking and personable Finance Director to join our team. The Finance Director reports to the City Administrator and serves as the Chief Financial Officer for the organization. They are responsible for developing, implementing and maintaining all accounting systems and procedures while supervising five department staff members engaged in maintaining books and financial records, including utility billing. This key position is an executive member of leadership, and partners with other divisions, department heads, and elected officials to carry out the City’s long-term strategic and fiscal goals.

The Finance Director plays a critical role in shaping the financial health and strategic direction of the organization. Responsible for overseeing the daily financial responsibilities of the department, they work to ensure fiscal stability, planning and reporting. Key duties include but are not limited to:

  • Carries out supervisory/managerial responsibility in accordance with policies, procedures, and applicable laws, including interviewing, hiring and training staff; planning, assigning, and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing, and approving staff training; approving leave requests; and addressing complaints and resolving problems.
  • Directs complex accounting and financial matters including but not limited to cash, investment, debt management, long-term financial planning, financial analysis and reporting, auditing, revenue collection, and utility billing.
  • Oversees the financial management system in a manner consistent with accepted accounting principles and City policy, and provides support to City department utilizing financial management software.
  • Develops and implements City financial policies including managing all City funds, issuing debt, and investing City funds. Coordinates all aspects of bonding issues.
  • Coordinates and supports the preparation and presentation of a comprehensive annual financial report. Prepares and presents interim reports and analysis to the City Council.
  • Prepares the annual budget, including reviewing budget expenditures and requesting revisions to meet operational needs; reviews budget requests and makes recommendations to the City Administrator. Prepares annual tax levy.
  • Interacts with a variety of high-level individuals, both internally and within the community, to provide information, disseminate departmental information, and assist in resolving financial issues.
  • Provides backup for Finance Department personnel. Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.

 

Qualifications

 Ideal candidates will possess the following, or have a combination of education, training and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job:

  • Bachelor’s degree from an accredited four-year college or university in Accounting, Finance, Business Administration, Public Administration, or a related field; Master’s degree preferred.
  • Five to seven years of progressively responsible related experience including supervisory experience, municipal finance experience preferred.
  • Strong leadership abilities with a proven track record of collaboration and communication skills.
  • Experience working with and performing administration functions for an ERP software system; experience with Tyler products (specifically New World) is preferred.

Candidates should have knowledge of municipal finance practices, including Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB) policies and processes as related to governmental accounting standards and operations, as well as principles and theories (including cost and fund accounting) such as auditing and financial management. Must have the ability to monitor and manage one’s own work to ensure quality, accuracy and thoroughness; as well as use sound judgment to lead with authority and strategy, as well as an openness to process improvement and commitment to innovation.

The City also offers a generous benefit package which includes ample paid time off as well as competitive health insurance options and participation in the Illinois Municipal Retirement Fund program (IMRF). The starting rate of pay for this position is negotiable with a range of $135, 762 – $190,067. The anticipated starting pay is up to $149,000.
