Analyst II (AX1673)
Education: A Bachelor's Degree in a technical, science or business discipline from an accredited college/university and three (3) years of experience in one of the following areas, as related to the respective job required: Communication, Logistics, Operations, Finance, Personnel/Human Resource Management, Program Management, Process Improvement, Safety, Security, and Environmental specialties; or an Associate's Degree and five (5) years of applicable experience in the assigned specialty area; or seven (7) years of experience performing the job duties in the assigned specialty area; or seven (7) years of military training in the assigned specialty area, or a combination thereof. Additional specialization requirements: Management Analyst – two (2) years of the required experience must include experience analyzing financial and other data, gathering and analyzing information regarding systems and/or procedures to provide recommendations for improving efficiency, analyzing and reporting business activity and compiling statistical reports.

Required Qualifications: U.S. Citizen. Must have or be able to obtain a security clearance.
Desired Qualifications: Serve by performing holistic financial management of all directly funded programs and overhead functions executed by the ECM Test Division. Provide funding allocation notifications to test engineers and contract leads for their use in planning test execution and support reallocation requests. Monitor execution of customer funds based upon test engineer provided test schedules and present feedback on burn rates vs. percent completion. Track the status of open cost estimate requests and open material purchase requests within the Division. Report on the funding levels compared to the submitted cost proposals. Support weekly CIMS file process by reviewing submissions for the entire Directorate to ensure accuracy to prevent/correct overages, and/or other charge errors. Track expiring funds, to include requesting fund extensions. Track direct and overhead labor and material expenses for weekly Division financial status reports to the Division Chief. When required, perform duties for operations within the ECM Test Division to include status tracking of overtime, TDY, and other tasks.
Duties: The Division Test Coordinator position is crucial to the Division for daily financial oversight, to include planning labor resources and tracking overall Division funding. The ECM Division Chief relies heavily upon information provided regarding incoming and outgoing funds, workforce burn rates, functional team reimbursability, use of overhead funds, etc.
