This position serves as an IT Business Analyst in Unit B for the Department of Innovation & Technology (DoIT), performing complex professional and advisory functions to provide a full range of business process re-engineering and transformation services for highly complex enterprise-wide IT projects. 

In this role, you will coordinate projects and conduct business requirements workshops with key stakeholders and users to determine business requirements. 

In addition, this position serves as a project team leader and collaborates with other project team leaders on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.

Essential Functions

  • Under administrative direction, serves as an IT Business Analyst in Unit B for the Department of Innovation & Technology (DoIT), performing complex professional and advisory functions to provide a full range of business process re-engineering and transformation services for highly complex enterprise-wide IT projects.
  • Writes user stories, use cases, and program specifications by the participation in design, testing, training, knowledge transfer, system tuning, and system implementation in order to translate and track results of business analysis through entire system development life cycle (SDLC) with waterfall and hybrid-agile approach.
  • Serves as a lead analyst and collaborates with other project team leaders on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Develops, recommends, and reviews new procedures and techniques to improve requirements gathering, articulation, process, and data modeling, testing and documentation process.
  • Keeps abreast of new developments in the Information Technology (IT) field by continuing education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.
     

Preferred Qualifications

  • Three (3) years of professional experience with at least two separate system development life cycle (SDLC) methodologies and frameworks.
  • Three (3) years of professional experience with programming capabilities.
  • Three (3) years of professional experience with Business Process Design and Business Process Reengineering definition and modeling.
  • Three (3) years of professional experience with requirements analysis and design, including visual process and data modeling techniques and conventions.
  • Three (3) years of professional experience with MS Office Suite, MS Visio, collaboration tools such as MS Teams, MS Project, MS Azure DevOps, and MS SharePoint.
  • Three (3) years of professional experience with preparing test plans, testing scripts, and testing data for new or modified programs and systems.
  • Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
  • Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
  • Developed verbal and written communication skills to present information to others with clarity and precision.

Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
