JOB SUMMARY

Under general direction, plans, organizes, controls and directs the operations and activities of the Fiscal Services department, including the preparation, development, monitoring, review, analysis, maintenance and adjustment of funds and accounts; develops and prepares the annual District budget; coordinates, directs and participates in financial recordkeeping, reporting and related auditing functions to ensure accurate and timely accounting and reporting of District accounts and budgets in accordance with generally accepted federal, state, county and District requirements and practices; coordinates and maintains the District's financial records; and performs related duties as assigned.

 

DISTINGUISHING CHARACTERISTICS

A Director, Fiscal Services is distinguished from the Vice President, Administrative Services in that an incumbent in the latter class is the District Chief Business Officer and has administrative oversight of the departments in the division.

DUTIES AND RESPONSIBILITIES

1. Plans, organizes, directs, controls, integrates and evaluates the work of Fiscal Services personnel; with managers, develops, implements and monitors work plans to achieve goals and objectives; contributes to the development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.

2. Directs and manages the performance of Fiscal Services staff; directs and oversees the selection of managers and staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development, in accordance with District human resources policies and labor contract agreements.

3. Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achieving the department's and District's mission, objectives and values.

4. Plans and coordinates the activities and services for the District's fiscal services operations, including accounting, payroll, banking and auditing; establishes and maintains audit and internal control practices.

5. Plans and coordinates the development and preparation of the District's annual budget.

6. Directs the year-end closing of books and preparation of financial statements; directs the annual District audits and represents the District in all external audit procedures; directs and maintains the District's funds and accounting records; gathers information and provides background materials to internal and external auditors and implements recommendations.

7. Directs the collection of receipts and the deposit of funds with the County Treasury and various banking institutions including financial aid wire transfers and reconciliations.

8. Projects, monitors and analyzes property tax revenues; understands and implements Governmental Accounting Standards Board (GASB) statements, Accounting Advisories, and changes to Statements on Auditing Standards (SAS); interprets and implements board policies and administrative procedures related to Fiscal Services activities and recommends revisions as required.

9. Acts as signing authority for all District, Bookstore, Cafeteria, Associated Students and Clubs, Scholarship, Foundation and Enterprise checks and warrants.

10. Projects and develops intermediate and long-range parameters for resources and appropriations; reviews and analyzes new legislation affecting the District's financial status.

11. Analyzes budget projections, cash flow and cash forecasts; advises Vice President, Business and Administrative Services on status of accounts and recommends actions; provides for short- and longterm financing including county temporary loans, Tax Revenue Anticipation Notes and General Obligation Bonds; works with external institutions to sell notes and bonds.

12. Directs the annual state financial report and the preparation of other quarterly and annual financial reports.

13. Chairs and participates in participatory governance committees, processes and initiatives; represents the District and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars.

14. Demonstrates an understanding of, sensitivity to, and appreciation for the diverse academic, socio- economic, cultural, disability, gender identity, religious, sexual orientation, and ethnic backgrounds of students and staff attending or working on a community college campus.

 

OTHER DUTIES

1. Provides technical expertise and information to District personnel, external auditors, and local, state and federal agencies.

2. Prepares, monitors and authorizes expenditures against the Fiscal Services budget.

3. Prepares and monitors records retention policies and schedules in compliance with California Education Code requirements.

4. Responds to surveys as requested and prepares management information reports as needed.

5. Reviews grants and program contracts; assesses financial impacts on District.

6. Participates in professional development related to the assignment, including regional, state and national workshops, training sessions and conferences.

7. Performs related duties as assigned.

 

Qualifications

 

Required Education and Experience

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

 

Graduation from an accredited four-year college or university with a bachelor's degree in business administration with an emphasis on accounting, finance or a related field, and supervisory experience related to the duties and responsibilities of the position; or an equivalent combination of training and experience.

 

Desired Education and/or Experience

Experience with an educational agency.

 

Knowledge of:

 

• Administrative principles and methods including goal setting and long-range planning, program development/implementation, delegation and employee supervision.

• Principles and practices of public administration, including budgeting, purchasing and maintaining public records.

• Generally accepted accounting principles, Government Accounting Board standards and other standards and requirements applicable to community colleges.

• Principles, practices and procedures of internal control and audit.

• Principles and practices of public agency budget development and management and grant tracking and monitoring.

• Federal, state, local and District laws, regulations and policies governing fiscal requirements of community colleges and educational institutions, including those related to categorical programs, payroll and purchasing.

• Principles, practices, laws and regulations applicable to public agency capital financing and the investment and management of public funds.

• Computer applications such as integrated software management systems and spreadsheets.

• Principles and practices of student financial aid programs.

• Federal, state, and local laws and regulations impacting information technology functions, including reporting and data security requirements, California Education Code, and Family Educational Rights and Privacy Act (FERPA).

• Principles and practices of sound business communication.

• Research methods and analysis techniques.

• Principles and practices of organizational improvement, equity and culture change.

• Safety policies and safe work practices applicable to the work being performed.

• Board Policies, Administrative Procedures, Human Resources policies and procedures, Equal Employment Opportunity, and collective bargaining agreements.

 

Ability to:

 

• Formulate a clear vision, strategic plan, and appropriate operational goals, objectives and outcomes for the Fiscal Services department programs and services.

• Understand, interpret and apply policies and procedures, regulations, government and state code, and other applicable laws.

• Interpret and prepare complex financial analysis and reports.

• Prepare and monitor the Districtwide budget. ? Define issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies.

• Organize, set priorities and exercise expert, independent judgment within areas of responsibility.

• Develop and implement appropriate procedures and controls.

• Work collaboratively with other directors and managers and provide expert advice and counsel to develop solutions to complex issues.

• Understand, interpret and apply policies and procedures, regulations, government and state code, and other applicable laws.

• Communicate effectively, make presentations, and represent the District in negotiations and dealings with students, funders, financial institutions, and state and federal financial auditors and regulators.

• Conduct research, interpret data and present reports, proposals and recommendations clearly, logically and persuasively to diverse audiences

• Select, motivate and evaluate staff and provide for their training and professional development.

• Prepare clear, concise and comprehensive correspondence, records, reports, studies and other written materials.

• Operate a computer and use standard business software and databases and financial systems.

• Establish and maintain effective working relationships with all those encountered in the course of work.

• Use tact and diplomacy in dealing with sensitive and complex issues, situations and concerned people.

• Demonstrate an understanding of, sensitivity to, and appreciation for the academic, ethnic, socioeconomic, disability and gender diversity of students and staff attending or working on a community college campus.

 

Physical Effort / Work Environment

 

• Light to moderate physical effort in a primarily indoor working environment.

• Extended periods of sitting.

• Occasional standing, walking, stooping, bending and kneeling.

• Periodic handling and lifting of up to 15 pounds.

• May be required to operate a vehicle or travel to locations other than primary worksite.

 

Work Schedule / Supplemental Information


 

Exempt level position / 12 months per year

 

This position is located in Monterey, California. Work required from this position takes place predominantly onsite.

 

COMPENSATION

 

Starting Salary is $12,086 - $14,693 per month, depending upon experience and qualifications.
