Lead Business Process Engineer
POSITION DUTIES AND QUALIFICATIONS
SUMMARY OF DUTIES:
Designs, develops, and programs systems operations, and manages projects for the computer resolution of business problems at an Enterprise Level. This position communicates with other City departments as well as outside contacts to discuss relevant data and information.
Work requires specialized knowledge in a professional or technical field. Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work.
DUTIES AND RESPONSIBILITIES:*
Position Specific Summary:
The Lead Business Process Engineer position at the City of Tucson’s Information Technology (IT) Department oversees the design, implementation, and optimization of business processes across the organization, mentoring a team and aligning improvements with strategic goals. This position establishes a culture of continuous improvement using Lean methodologies to enhance customer service, productivity, and cost-efficiency.
Work is performed under the supervision of the Information Technology Administrator. This position leads and instructs the daily operational work of business process personnel.
Duties and Responsibilities:
- Leads the development and implementation of process improvement initiatives. Collaborates with senior management to identify strategic opportunities. Ensures alignment of process changes with organizational goals and objectives. Defines and analyzes current processes, goals, and intended outcomes. Identifies root causes and areas for efficiency, effectiveness, including compliance improvements.
- Coaches and mentors, a team of business process engineers. Oversees the assignment of projects and tasks within the team in collaboration. Monitors performance to provide training and professional development opportunities to team members. Ensures development of process improvement and compliance with standard operating procedures for the process improvement endeavors.
- Works with department heads to integrate process improvement strategies into overall business plans. Monitors and evaluates the impact of process changes on organizational performance. Develops and maintains key performance indicators (KPIs) to measure success. Collects data to track performance before and after changes, document impacts, and review the implementation of new processes.
- Gains buy-in on recommended changes to processes. Implements changes to business processes to achieve desired results, coinciding with the agreed-upon plan with business units and stakeholders. Stays updated on IT trends, emerging technologies, and process improvement methodologies relevant to the supported department.
- Facilitates stakeholder engagement and communication to ensure successful adoption of changes. Organizes workshops and meetings to collect input, trains methodology, builds consensus, and drives process change. Documents activities around improvement efforts and trains employees to drive changes in technology, people, culture, and information flow.
- Ensures that all process improvements meet regulatory and compliance standards. Conducts regular audits and assessments to verify adherence to best practices. Implements corrective actions as necessary to maintain process integrity.
- Completes special assignments including organizing events, executing department wide communication, consulting one on one with departments and divisions as needed.
- Performs all other duties and tasks as assigned.

QUALIFICATIONS:
MINIMUM REQUIRED QUALIFICATIONS:
Education:
Bachelor's degree
Work Experience:
Five (5) years of directly related experience

PREFERRED QUALIFICATIONS:
Degree in Operations Management, Business Administration, Management, Industrial Engineering, or related field. Advanced degree preferred.
Lean, Six Sigma Certifications Green Belt, Black Belt, or significant experience with these methodologies.
Professional certifications in other business process improvement methodologies (e.g., Scrum, Agile, TQM),
Experience in:
Business and application architecture and their concepts.
Successfully leading and implementing large process improvement projects that include multiple disciplines and departments.
Developing and facilitating presentations to large groups on Lean or continuous process improvement techniques.
Showcasing process documentation, analysis outcomes, and project results.
Guiding teams through transition specific to IT environments.
Demonstrating mastery and application of lean tools and principles.
Leading projects, facilitating process improvement events (Kaizen), and conducting complex research and analysis.
Developing visual systems based on industry standards to support process adherence and performance management.

COMPENSATION & BENEFITS
Full Hourly Range: $35.37 - 61.01 USD
