Job Summary:

 

This recruitment will be used to fill one full-time Program Representative 2: Proposal Analyst position for the Office for Sponsored Research and Award Administration at Oregon State University (OSU ).

 

The Office for Sponsored Research and Award Administration (OSRAA ) resides within the central Division of Research & Innovation (DRI ). Its mission is to provide research administration leadership that is achieved through the full “lifecycle” – by supporting proposal submission, award negotiation/acceptance, research costing and analysis, award management, financial management and closeout of – sponsored project awards that support Oregon State University’s (OSU ) focus on big discoveries that drive big solutions outlined in https://leadership.oregonstate.edu/provost/strategic-plan.

 

This position is part of the “Proposal Team” that focuses on sponsored project proposal review, approval and submission services for the entire OSU campus. The position works independently in a team-supported environment with other Proposal Analysts, college/unit pre-award support staff, grant and contract administrators, grant accountants, award set up coordinators and grant and contract officers (e.g., contract negotiators) to problem solve sponsored program administration issues and recommend university policy, based on federal and state regulations and legal requirements. Extensive interactions are required with researchers, university administration and external agency officials within complex institutional settings. In addition, this position is expected to provide excellent customer service and assistance to OSU’s broad network of researchers and their support staff, and generally nurture positive relationships both inside and outside of OSU . The position reports to the Managing Proposal Analyst under the Director of Sponsored Programs, Award Contracting within OSRAA . This position also works closely with the Award Management Team, as well as the Research Development Office, Office of Research Integrity, and OSU Advantage.

Key Responsibilities

 

90% – Review, approve and submit sponsored project (grant and contract) proposals, both with OSU as lead and non-lead/subrecipient. Serve as Authorized Organizational Representative (AOR ) for proposal-related actions. Review proposals with special attention to financial and regulatory compliance as well as adherence to individual sponsor guidelines and then provide primarily written guidance to faculty and staff regarding submission requirements and these guidelines. Facilitate meetings with researchers and others, as needed. Field and reply to sponsor requests for additional information during the proposal review and awarding process. Maintain internal proposal records and email correspondence per unit procedures, and assist with monitoring shared email inbox, as needed. Other related functions include: submit letters of intent/preproposals via sponsor websites; process budget revisions, gather or complete institutional documentation (e.g., representation and certification documents), assist with Just-in-Time and other post-submission requests from sponsors requesting additional information; monitor sponsor websites and publications for changes in policies and procedures; recommend and implement both current and changed internal policies and procedures, assist in developing revisions to institutional policies or procedures, and assist in drafting new policy or procedure advisories for the DRI /OSRAA website; monitor and stay informed of changes in State and University policies such as post-award/costing, graduate terms and tuition/fee schedules, and purchasing. Policy review is an on-going activity since sponsoring agency, state, and institutional rules change frequently.

 

5% – Prepare award amendments related to OSU’s sponsored agreements. This includes, but is not limited to, reviewing appropriate award amendment documentation from approved proposal, copy of the prime agreement, and draft amendment for signatory official.

 

5% other duties as assigned

 

What You Will Need

 

• Demonstrated time management, organizational and multi-tasking skills – this position requires multitasking due to constant inflexible deadlines and frequent interruptions. Must have the ability to take initiative, prioritize work across multiple projects, and meet strict deadlines.

• Excellent oral and written communication skills. Must have the ability to answer inquiries of faculty, staff, and various customer groups effectively and clearly.

• Demonstrated effective oral and written communication skills, and ability to engage respectfully with individuals from a variety of backgrounds and experiences.

• Demonstrated ability to interpret, explain and implement complex information.

• Demonstrated ability to maintain effective communication with fellow sponsored programs staff and collaborate effectively with individuals and small groups to produce timely results.

• Ability to do basic computer troubleshooting with support from teammates and/or OSU IT.

 

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

 

What We Would Like You to Have


 

• Prior work experience preparing and/or reviewing sponsored project proposals for compliance (including costing/financial compliance) at an institution of higher education.

• Prior work experience coordinating grants and contracts in a team-based setting (academic, non-profit, or industry) and/or prior work experience creating and/or reviewing budgets for sponsored projects.

• Experience using Cayuse or other electronic proposal processing/submission software, sites or systems for proposal routing, review and submission

• Knowledge and experience in working with external funding agency rules, particularly federal laws and regulations (e.g., Uniform Guidance).

• Demonstrated ability to remain compassionate and solution-focused when faced with multiple deadlines and delays outside of your control.

• Demonstrated ability to communicate effectively, both verbally and in writing to audiences with diverse backgrounds and different communication styles.

 

Working Conditions / Work Schedule

 

This position resides in a deadline-driven environment with frequent interruptions and the successful candidate must have the ability to continually re-prioritize, organize and manage multiple tasks while meeting these deadlines and communicating with their team. Successful completion of position duties is achieved through a combination of independent work and collaborative teamwork, which is an essential component of day-to-day workload management. This person will need to consult with their OSRAA lifecycle teammates (pre/post award) on issues that impact sponsored programs throughout their lifecycle.

 

Fully remote and/or hybrid work is possible, as agreed upon by the employee and supervisor. Remote/hybrid work requires a reliable, high-speed internet connection. Typically requires availability during OSU business hours, 8am-5pm Pacific Time.
