Job Duties

The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Payroll Accountant in our Central Office Fiscal Division. This position is located in Richmond, Virginia.

The selected candidate will ensure accuracy of payroll related financial transactions posted into Cardinal. Provide internal and external customers with financial services. Prepare journal entries, balance adjustment request, financial statements and other financial reports. Perform full range of accounting functions in accordance with GAAP, federal, state, and VDOT policies and procedures. Advise users on VDOT and state payroll policies and practices. Support other accounting functions and projects as assigned. Respond to inquiries and provide excellent customer service.

Additional duties will include, but are not limited to:

Perform Ongoing Analysis: Analyze, research, and reconcile expenditures and reimbursements. Analyze accounting transactions and supporting documents. Review and prepare payroll reports and budget and allocation reconciliations. Verify VDOT payroll deductions, earnings and benefit plans. Identify areas for process improvement.

Customer Service: Exhibit professionalism and courtesy in all interactions with internal and external customers. Assist customers in resolving payroll timesheet discrepancies and billing and collection issues. Provide guidance and direction to VDOT staff.

Data Analysis: Research, analyze and report on financial transactions or customer files as needed or requested. Assist in maintaining policies and procedures. Perform complex payroll and accounting reconciliations, including reviewing general ledger, suspense accounts and resolving incorrect charges and coding. Complete other administrative tasks or special projects as assigned.

Maintain Cardinal: Reconcile all VDOT expenditures in Cardinal. Research all discrepancies found in reconciling expenses and recommend a resolution. Prepare and submit accounting adjustment entries resulting from reconciliation. Enter new or modify project agreements in Cardinal.

Compliance Review: Develop and perform compliance reviews on accounting transactions and documents to ensure work units operate within VDOT and State policies and procedures. Ensure accounting activity is performed in compliance with applicable VDOT and DOA policies and procedures. Organize and prioritize incoming accounting items. Audit, review and organize flow of accounting data submitted from VDOT sections. Ensure payments have the necessary documentation for processing.

Document Preparation: Prepare accounting work papers, financial statements, and other financial reports.

Policy and Procedures: Review and revise standard operating policies for audit and financial reporting to ensure effectiveness and compliance with established requirements; providing required updates to Manager for review and approval.
 

 

Minimum Qualifications

• Experience analyzing and interpreting financial data.
• Skill in using automated financial systems.
• Experience preparing financial management reports.
• Ability to prioritize work and simultaneously work on multiple assignments.
• Experience performing complex and detailed cost analysis.
• Experience applying knowledge of GAAP.
• Experience working as part of a team.
• Skill in communicating effectively both orally and in writing.

• Experience in automated accounting systems.
• Experience in general accounting.
• Proficiency in Excel, including Pivot Tables
• Knowledge of Macros in Excel
• A combination of training, experience, or education in Accounting, Business Administration, Finance, or related field desired.
