Court Executive Officer
Acting under the direction of the Presiding Judge, the Court Executive Officer is responsible for overseeing the management and administration of the nonjudicial operations of the court and allocating resources in a manner that promotes access to justice for all members of the public, provides a forum for the fair and expeditious resolution of disputes, maximizes the use of judicial and other resources, increases efficiency in court operations, and enhances service to the public.
This single at-will executive level management class performs duties pursuant to California Rules of Court, rule 10.610, including providing strategic direction, program and budget development and supervision of all court staff directly and through subordinate managers and supervisors.
EXAMPLE OF DUTIES
- Provide general direction to and supervision of the employees of the court, draft and administer a personnel plan for court employees that complies with the California Rules of Court. Hire, discipline, and terminate nonjudicial employees of the court.
- Supervise and employ efficient calendar and case flow management systems, including analyzing and evaluating pending caseloads and recommending effective calendar management techniques.
- Implement technological solutions to enhance court operations and oversee content on the court’s public website.
- Oversee jury management system(s) to ensure the court has adequate available trial jurors and strive to provide a smooth experience for jurors.
- Subject to the approval of the Presiding Judge, determine budget priorities, prepare and implement court budgets, including accounting, payroll and financial controls; and employ sound budget and fiscal management practices and procedures to ensure that annual expenditures are within the court’s budget.
- Analyze, evaluate, and implement technological and automated systems to assist the court.
- Plan physical space needs, purchase and manage equipment and supplies.
- Proactively adjust operations and staffing to achieve efficiency and manage budget shortfalls.
- Explore grant opportunities, apply for funding and administer grant funded programs. Adjust staffing to implement new programs that enhance service to the public.
- Create and manage uniform record-keeping systems, collect data on pending and completed judicial business and the internal operation of the court as required by the court and the Judicial Council.
- Negotiate labor agreements with multiple bargaining units including peace officers and non-peace officer court employees.
- Identify problems, recommending procedural and administrative changes to the court.
- Manage public relations efforts, including initiation of press releases, responding to requests from the media and facilitating public access to information.
- Negotiate contracts for services on behalf of the court, in accordance with established contracting procedures and all applicable laws.
- Provide administrative support as a member or liaison to numerous internal court committees and represent the court on local task forces and committees.
QUALIFICATIONS/REQUIREMENTS
Education
Graduation from an accredited college or university with a Bachelor's degree in court administration, business or public administration, or a closely related field. A Master’s degree in a related field or completion of the National Center for State Courts’ Court Executive Development Program is desired.
Experience
Seven (7) or more years of management or administrative experience including a minimum of five (5) years of court experience, or any combination of training and experience that provides the desired knowledge and abilities. Completion of the Court Executive Development Program may substitute for three (3) years of the required experience.
