PAY AND BENEFITS
Annual Pay Range: $48,941.09 - $61,718.87
Hourly Pay Range: $25.097997 - $31.650705
Bilingual Russian and/or Ukrainian/English skills are required for this position. An additional 5% of base compensation is added to pay.
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Do you want to be essential to ensuring our elections are accurate, transparent, and inclusive? The Clackamas County Clerk's Office seeks a bilingual and service-oriented individual to join our Elections team as an Elections Specialist - Bilingual Russian and/or Ukrainian.
In this role, you will serve as a crucial technical expert on election processes, providing clerical support and exceptional customer service to a diverse array of stakeholders. Fluency in English and Russian and/or Ukrainian is essential, as you will engage with the public in person, over the phone, and online.
As an Elections Specialist, your responsibilities include detailed data entry of complex voter registration records, petition verification, ballot issuance and processing, and handling inquiries during each election cycle. Additionally, you will be pivotal in providing interpretation, translation, and culturally responsive customer service in English and a second language. The position extends beyond election-specific tasks to supporting the County Clerk's office in various functions, such as interpretation and translation for services beyond elections, recording services, marriage licenses, wedding ceremonies, and public access to government services.
Your role will also involve collaborating with coworkers, other division and department staff, and various county and state elections stakeholders to foster an inclusive, positive, and supportive work environment. You will actively participate in workplace preparedness, safety, and security procedures, working towards maintaining an environment where everyone feels a sense of safety, trust, and belonging. Required Minimum Qualifications/ Transferrable Skills:*
• At least 2 years of experience providing customer service where you provided the solutions to customer issues and challenges
• Bilingual Language (writing, speaking, reading) skills in Russian and/or Ukrainian and English and demonstrated Cultural Competency
• Ability to work periodic evenings and weekends as required by cyclical elections activities
Preferred Special Qualifications/ Transferrable Skills:*
• Experience working Federal, State, County, City and/or Special District elections
• Experience explaining policies and procedures for internal and external customers
• Intermediate proficiency level on Microsoft Word or related software
• Experience with Adobe Acrobat, Adobe Photoshop, and/or InDesign
• Knowledge of Oregon Revised Statutes and Administrative Rules as applied to Elections

• Must pass a criminal history check which may include national or state fingerprint records check
• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Duties may include but are not limited to the following:
• Customer Service - Provides outstanding customer service directly to voters (phone, online, in-person) in both English and second language (Russian and/or Ukrainian). Provides English to second language and second language to English translation and interpretation for both verbal and written communication. Accepts and processes voter registration forms, candidate, measure, and voter pamphlet filings and incoming petitions. Accepts public information requests, voter registration lists, maps, and walking lists. Issues timely notices to voters when required by statute or administrative rule. Drafts or updates voter and candidate correspondence to comply with ORS, OAR, and administrative rule changes. Receives payments (cash, check, credit/debit card) for candidate, measure, voter pamphlet filings, public information requests, voter registration lists, maps, and walking lists.
• Customer Service - Answers detailed and complex questions in English and second language (Russian and/or Ukrainian) about registering to vote, filing for office, filing a prospective petition, and election law. Answers general election questions, routes calls to other staff within and beyond the division as needed. Participates in and provides organizational support for voter outreach activities and community events in English and the second language (Russian and/or Ukrainian).
• Translation and Cultural Knowledge - Assists the Clerk's Office with translation, interpretation, and cultural responsiveness for voting, elections, and general service to the public. May be called on infrequently to assist other functions within the Clerk's Office in addition to the Elections Division. This includes assisting the Clerk, recording services, marriage licenses, wedding ceremonies, and public access to government services.
• Voter Registration and Issuing Ballots - Uses the Oregon centralized voter registration system to perform detailed data entry, verification, and management of paper and electronic voter registration records from multiple sources. Includes registering new voters, updating voter registration information, and canceling voter registrations. Digitizes voter registration cards and other records submitted by the voter. Applies a thorough understanding of federal, state, and local election statutes to the management of voter registration records.
• Elections Processes - Participates in technical processes for each election. Receives and processes replacement ballot requests, receives and tracks ballots received from other counties, sorts and counts ballots, opens and reviews ballots for quality control, and scans ballots for tabulation. Verifies ballot signatures, mails notices to voters of challenged ballots, and processes challenged letters in compliance with federal and state statutes and administrative rules. Assists in tracking of unaccepted and rejected ballots and reconciliation of all ballots. Processes undeliverable ballots and prepares supplemental ballot mailings. Under the direction of an Elections Specialist Senior, receives and processes UOCAVA (military and overseas) email ballots.
• Technical participation and reporting feedback in test environments of the state voter registration and election management database. Troubleshooting of technology, including workstations, office equipment, software, and the state voter registration and election management database. Makes recommendations to Elections Manager or County Clerk on improvements or innovations in policies and procedures.
• Assists in recruitment, orientation, training, and monitoring work performed by temporary elections staff; ensures temporary staff accurately provide routine assistance to the public and process voter registrations according to set policies and procedures.
• Works collaboratively with coworkers, other division and department staff, and other county and state elections staff, and stakeholders to maintain an inclusive, positive, and supportive work environment. Actively participates in workplace preparedness, safety, and security procedures and planning. Works to maintain an environment where all people thrive, are celebrated for their diverse identities; and feel safety, trust, and belonging.
REQUIRED KNOWLEDGE AND SKILLS
Working knowledge of: Administrative office practices, procedures, and techniques; recordkeeping and reporting techniques; customer service excellence techniques and concepts; basic grammar, composition, and spelling; basic math; office equipment and machinery, including computers, software and scanners; concepts and techniques for organizing work.
Skill to: Organize and carry out work assignments in an independent manner; establish and maintain effective and collaborative working relationships and treat others with dignity and respect; provide excellent customer service by effectively meeting and interacting with members of the public, co-workers and county staff from other departments in a courteous, professional manner; enter and maintain accurate records; set priorities and meet deadlines; communicate effectively, both orally and in writing; operate office equipment, including computers, software and scanners with accuracy.
WORKING CONDITIONS
Considered an essential worker during active election periods (generally sixty days before and thirty days after each election). Must be available for periodic evening and weekend work as required by cyclical elections activities.
WORK SCHEDULE
This position works 37.5 hours during a standard workweek of Monday through Friday. Periodic evening and weekend work is required for cyclical elections activities. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

The Office of the Clerk and its major divisions build public trust through good and responsive government. The Office of the Clerk ensures equitable and inclusive access to local government services through conducting accurate and transparent elections, empowering every voice, recording real property transactions, issuing marriage licenses, officiating weddings, and preserving the public record.
As the head election administrator for the county, the Clerk conducts all local, state, and federal elections for the citizens of Clackamas County. The Elections Division manages all aspects of elections administration including voter registration, county and special district candidate filing, county voters' pamphlets, ballot design, mailing, signature verification, counting, tallying, and reporting results.
Clackamas County has 320,000 registered voters in 16 incorporated cities and unincorporated rural and urban communities. The Elections Division manages 26 official ballot drop sites located in communities across the county.
