This recruitment will be used to fill one full-time Fiscal Coordinator I position for the Office for Sponsored Research and Award Administration at Oregon State University (OSU ).

 

The Office for Sponsored Research and Award Administration (OSRAA ) resides within the Division of Research and Innovation. Its mission is to provide research administration leadership for all colleges, units, and research centers, achieved through full sponsored project lifecycle support for proposal submission, award negotiation and acceptance, research costing and analysis, award management, financial management and the closeout of awards that support the research goals of Oregon State University’s strategic plan: https://leadership.oregonstate.edu/provost/strategic-plan

 

The Fiscal Coordinator I is responsible for the financial establishment of award and cost-sharing records in OSU’s Financial Information System which, drives the proper collection and reporting of expenditures of grants and contracts. Service will be provided for a portfolio of externally funded sponsored projects. This position involves preparing various reports and surveys as required and providing OSU stakeholders, such as faculty, financial strategic services, and college, department, and administrative units, with guidance on financial, administrative, and fiscal policy issues arising from the set-up, administration, and closeout of sponsored projects.

 

This position reports to the Assistant Director of Sponsored Programs, Financial Management and partners closely with personnel across all teams in OSRAA , other Division of Research & Innovation units, and other campus personnel involved in award management within the Controller’s unit, financial strategic services, colleges, centers, and departments. In addition, the incumbent is expected to provide excellent customer service and assistance to OSU’s faculty with a positive, partnership focused approach.

Key Responsibilities

 

70% – Establishing and modifying restricted funds in OSU’s Financial Information System (Banner FIS ) when awards are received:

 

• Review source documents and contract language for specific financial and reporting terms and conditions; analyze and interpret awards for reporting and budgeting requirements. Determine cost allowance, indirect cost rates, proper OSU chart of account codes for budgeting, invoicing and payment procedure, proper accounting and OSU banking codes for billing and payments, cost share requirements and program income requirements.

• Establish and modify research funds and budgets in Banner FIS for the proper documentation and recording of award revenue, expenditure, and university cost sharing.

• Complete a PI Letter and prepare an e-mail notification and an Award Information Sheet to advise Principal Investigators, Business Centers, and OSU stakeholders of the allowances and/or restrictions of the award while maintaining and practicing mindfulness around diversity, equity, and inclusion.

• File award and proposal documents in the document imaging system.

• Maintain accurate data on the number and value of awards received and processed each month for databases and reporting.

 

10% – Monitor OSRAA e-mail for incoming award notifications and log them into the Setup queue for tracking and maintaining financial data. Update OSRAA tracking and transparency tools at the completion of award set up.

 

10% – Assist OSU’s diverse research community with award set-up, cost share, and job-related financial compliance questions and issues.

 

5% – Process Organizational Prior Approval System (OPAS ) Pending Award/Pending Index Requests by establishing grant, fund(s) and index(es) in Banner FIS .

 

5% Other Projects and Duties as Assigned. This may include backup efforts for peers or a rotation in the monthly reconciliation and reporting of award data.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months

 

What We Would Like You to Have

 

Previous grant and contract accounting experience at an institution of higher education or an organization with complex financial accounting systems; Banner FIS experience

This position resides in a deadline-driven environment with frequent interruptions. Successful completion of position duties is achieved through a combination of independent and collaborative teamwork which is an essential component of day-to-day workload management.
