Minimum qualifications
For the Tax Compliance Agent Trainee 1:
You must meet one of the following:
- Two years of full-time experience in which 50% or more of your time was spent dealing with the general public. You must indicate the percentage of your time dealing with the general public.
- Two years of full-time experience in a position where your primary responsibility was the collection of debts, which must include contacting debtors in person or by telephone for the purpose of arranging payment.
- 30 semester credit hours of college-level study and one year of full-time experience in which 50% or more of your time was spent dealing with the general public. You must indicate the percentage of your time dealing with the general public or one year of full-time experience in a position where your primary responsibility is the collection of debts, which must include contacting debtors in person or by telephone for the purpose of arranging payment.
- 60 semester credit hours of college-level study.
For the Tax Compliance Agent 1:

- 60 semester credit hours of college-level study and one year of full-time experience in which 50% or more of your time was spent dealing with the general public. You must indicate the percentage of your time dealing with the general public or one year of full-time experience in a position where your primary responsibility is the collection of debts, which must include contacting debtors in person or by telephone for the purpose of arranging payment.
Job Duties
Enforce compliance based upon research of the NYS Tax Law, Civil Practice Law and Rules (CPLR), and Office of Temporary and Disability Assistance (OTDA/federal regulations) for the collection of Child Support and/or spousal arrears and taxes.
Identify sources of investigative information for the purpose of locating delinquent respondents, determining their financial ability to pay, or obtaining knowledge of other liens or liabilities against respondent’s assets and properties.
Travel and have sufficient mobility to conduct field work to locate assets and conduct redemptions; overnight and/or weekend travel will be required.
Communicate effectively, both verbally and in writing, with supervisors, other Department personnel, County Support Collection Unit staff and respondents and/or their representatives.
Display a calm, courteous, and professional manner at all times when dealing with respondents and/or their representatives.
Manipulate an alphanumeric keyboard and navigate various PC applications to prepare reports detailing time and attendance, productivity, and collection case activities.
Maintain up-to-date knowledge of Department procedures regarding the filing of Tax Warrants and transcripts, serving of levies and the seizure, protection and sale of property and assets.
Maintain up-to-date knowledge of types and locations of public records for researching respondent information.
Comply with the Office of Human Resources Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies and procedures.
Adhere to the Department's time and attendance rules and regulations.
