Description
Responsible for the comprehensive development, installation, operation, and maintenance of all information systems within the Port Gamble S’Klallam Tribal Gaming Agency. This includes overseeing the performance and security of computers, software, audio-visual systems, and surveillance equipment. The Regulatory IT Agent will ensure all technology meets operational standards and regulatory requirements, providing technical support and guidance to maintain the integrity and efficiency of the Agency’s information systems.
Duties Include
- Ensures Technical Compliance: Maintains and enforces rigorous adherence to all relevant regulatory frameworks, including the Port Gamble S’Klallam Tribe-State Compact, PGST Gaming Code, PGST Tribal Internal Control Standards (TICS), the Indian Gaming Regulatory Act (IGRA), and the National Indian Gaming Commission’s Minimum Internal Control Standards (MICS). This involves continuous monitoring, evaluation, and updating of internal processes to ensure that the Technical Gaming Agency (TGA) operates within all legal and regulatory requirements.
- Technical Liaison & Systems Management:
Serves as the primary technical liaison between the TGA, PGST IT Department, and Casino Enterprise IT Department, ensuring seamless communication and collaboration on all technology-related matters. Manages the full lifecycle of TGA’s information systems, including installation, configuration, and maintenance of hardware, software, telecommunications, audio-visual equipment, and surveillance systems. Ensures optimal performance, security, and reliability while addressing interdepartmental IT needs efficiently.
- Systems Auditing and Compliance: Conducts thorough audits of system procedures, evaluating the effectiveness, efficiency, and compliance of technical operations. Utilizes advanced auditing tools and methodologies to ensure that all IT systems meet or exceed industry standards and regulatory requirements.
- Procedural Development and Enforcement: Leads the development, modification, and enforcement of departmental procedures related to technical support and IT operations. This includes establishing best practices for system maintenance, user support, and incident response, ensuring alignment with overall TGA objectives and compliance requirements.
- Strategic IT Planning: Engages in strategic planning activities, including the feasibility analysis of systems integration projects, capacity planning, and production scheduling. Collaborates with other departments to assess the technical implications of proposed initiatives and to develop detailed plans that support organizational growth and innovation.
- Inventory Management: Maintains a comprehensive inventory of all IT-related equipment, ensuring that the necessary hardware, software, and peripheral devices are available and operational at all times. Implements inventory control procedures to prevent shortages and to ensure that critical systems remain functional without interruption.
- Technical Training and Support: Provides expert technical advice and training to TGA staff, covering a wide range of topics including the operation, maintenance, and troubleshooting of computer hardware, software, telecommunications, and surveillance systems. Develops training materials and conducts sessions tailored to the specific needs of TGA personnel.
- Network and Security Management: Evaluates the configuration, security, and performance of the TGA’s network infrastructure. Recommends and implements upgrades and improvements to enhance system robustness, protect sensitive data, and mitigate potential security risks.
- Regulatory Review, Policy Development, and Monitoring:
Utilizes independent judgment to review and develop gaming IT policies and procedures, ensuring compliance with current regulations. Collaborates with the TGA Compliance and Internal Audit teams to keep policies up-to-date and aligned with industry trends, technologies, and legal developments. Monitors regulatory changes and best practices, regularly updating departmental procedures to ensure ongoing compliance. Prepares detailed reports and recommendations for The Gaming Commission, Tribal Council, and other stakeholders.
- Equipment Compliance & Pre-Verification: Performs comprehensive inspections of new Class II and Class III gaming equipment prior to acquisition and deployment. Verifies that all equipment meets the stringent regulatory standards set forth by Tribal, Federal, and State authorities, ensuring compliance before any new technology is integrated into the gaming environment.
- Surveillance System Maintenance: Oversees the installation, adjustment, repair, and routine maintenance of the Surveillance System, ensuring continuous monitoring and security of gaming operations. This includes managing camera placements, calibrations, and system updates to maintain optimal surveillance coverage and functionality.
- Legal and Compliance Support: Attends court hearings and other legal proceedings as required, providing expert testimony and presenting evidence related to TGA’s technical operations. Ensures that all legal engagements are supported with accurate and thorough documentation.
- Confidentiality and Data Security: Upholds strict confidentiality standards in handling sensitive information, ensuring that all data is protected according to established guidelines and regulatory requirements. Implements and enforces data security protocols to safeguard against unauthorized access or breaches.
- Special Projects and Additional Responsibilities: Undertakes special projects and additional duties as assigned by the TGA Executive Director, Deputy Director, or Gaming Commission.
Education and Certification Requirements
- Educational Background: Candidates must hold an Associate's Degree in Computer Science, Information Technology, or a closely related field. A Bachelor's Degree in these areas is highly desirable and may be preferred for some positions.
- Experience: Applicants should have 5 years of hands-on experience in IT operations. This experience must include a proven track record of successfully leading IT projects, managing teams, and deploying IT infrastructures across a range of technologies.
- Certifications: Professional certifications in IT, such as CompTIA A+, CompTIA Network+, CompTIA Security+, Cisco Certified Network Associate (CCNA), Microsoft Certified: Azure Fundamentals, or equivalent, are strongly preferred. Ongoing continuing education and certifications in emerging technologies are also highly valued.
- Licensing Requirements: The candidate must possess a valid Washington State Driver's License. Additionally, they must be eligible to obtain and maintain a Class III Gaming License issued by both the Washington State Gambling Commission and the Port Gamble S’Klallam Tribal Gaming Commission.
Technical Knowledge and Skills
- Regulatory Framework Proficiency: Demonstrates expertise in, or a commitment to mastering, Washington State's specific regulatory landscape for Class III gaming, including the Tribal-State Compact, the Washington State Gambling Commission's (WSGC) role, and other state-specific mandates influencing gaming operations. Stays informed on changes in state regulations and oversight methodologies.
- NIGC and IGRA Compliance: Deep understanding of the National Indian Gaming Commission's (NIGC) Minimum Internal Control Standards (MICS) and the Indian Gaming Regulatory Act (IGRA), including their application in Class II and III gaming environments, and their impact on regulatory compliance and operational oversight.
- Information Systems and Technologies: Comprehensive understanding of information systems, including current technologies, applications, and their integration within an enterprise environment.
- Networking Proficiency: Expertise in Local Area Network (LAN) and Wide Area Network (WAN) hardware and software, including network architecture, configuration, and maintenance.
- Cybersecurity and Artificial Intelligence:
Demonstrates advanced knowledge of network and computer security protocols, conducting risk assessments and implementing mitigation strategies to protect information systems. Maintains awareness of challenges, risks, and opportunities related to artificial intelligence, including ethical considerations and its potential impact on operations and security.
- Technical Communication: Mastery of business English, including proper spelling, grammar, and punctuation. Skilled in articulating complex technical concepts in both written and verbal forms, ensuring clarity and precision in all communications.

Physical Requirements
- This includes working outdoors and in environments where tobacco use is permitted, as necessary, to fulfill the requirements of the role.
- Sitting: Must be able to sit for extended periods (up to 4-6 hours) while working on the computer or during meetings.
- Standing and Walking: Must be able to stand and walk for extended periods (up to 2-4 hours), including moving between different locations within the facility.
- Lifting and Carrying: Must be able to lift and carry items weighing over 50 pounds, such as IT equipment, tools or cables.
- Reaching and Handling: Must be able to reach overhead and at various heights to install and maintain computer and surveillance equipment, network cables and other IT infrastructure. This may involve stretching, bending and reaching for extended periods.
- Climbing: Must be able to climb ladders and work at heights up to 8-10 feet to access network servers, surveillance cameras, and other equipment located in hard-to-reach areas.
- Kneeling, Crouching and Crawling: must be able to kneel, crouch, and crawl as needed to access confined spaces.
